Whats The Work: Pokemon 4Ever is the fourth movie in the Pokemon Animated Franchise. Originally released in the summer of 2001 in Japan, and English Dub was released in 2002. Our candidate today is the Iron Masked Marauder.
Who Is He: The Iron Masked Marauder is a high ranking Team Rocket Agent and the big bad of the film. The Marauder comes to an unnamed forest after learning that a Celebi lives there and attempts to capture it for his own selfish purposes. The Marauders main Pokeballs to captured are called Dark Balls, which instantly brainwash Pokemon upon capturing and turning them into evil "Shadow Pokemon" similar to the Orre Series of Pokemon Games.
What Has He Done: The Marauder in his Establishing Character Moment, is seen interrogating an older former Pokemon Hunter, for information about the Legendary Pokemon Celebi. He then demonstrates his Dark Ball's power by corrupting the said hunters Tyranitar, explaining that pokemon caught by a Dark Ball become evil Pokemon, and are thus completely under the Marauder's control. The Marauder then orders the brainwashed Tyranitar to fire upon its masters camp. Destroying the camp, and presumably murdering the former poacher in the process.
In the present, The Marauder fails in his initial attempt to capture Celebi, he then recruits the Team Rocket Trio (Jessie, James and Meowth) to aid him in his quest after recognizing them, all so he could in reality capture and use Celebi for his own selfish purposes.
In the Climax, The Marauder, with help from the TR Trio, finally captures Celebi with a claw on his machine. He then brutally electrocutes Celebi into submission, before completing the capture with a Dark Ball. When Ash tries to free Celebi from the Dark ball, he stomps on and crushes the young boys hands until he passes out. Several angry pokemon of the forest then confront the Marauder, who then orders Celebi to blast them into oblivian.
In the Climax, the Marauder forces Celebi (under his control) to build a giant moving tree/robot like contraption, and forces the protector of the forest to wreak wanton destruction on its own home, not giving a flying **** about which pokemon or people he kills or hurts in the process. He also takes Jessie of the TR Trio as a hostage, revealing his plan to betray Giovanni and take over the world using Celebi's powers. When Ash and Sammy Oak try to stop the Celebi machine, the Marauder orders to blast the pair of young children to death. Thankfully Ash and Sammy are saved by Suicune, who races to the top of the contraption. The Marauder then wraps several vines from the machine around Suicune, hoping to drain the life out of it.
Ash and Sammy then climb fall off of Suicune and land right where Celebi is imprisoned. The two young heroes efforts to wake Celebi from its trance work, and the Protector of the Forest destroys both the Dark Ball and the machine connected to it. The Marauder then falls into the lake along with Celebi and the destroyed machine. The Marauder then tries one more time to capture Celebi, (who has passed out and died from the Marauders abuse), by flying away on a jetpack. Ash and Pikachu grab onto the Marauders boot, and thunderbold the jetpack, causing everyone to fall. The Marauder falls into the forest, where despite a wounded gazelle gambit, he is tied up and arrested by Diana's grandmother and several forest pokemon.
Any Mitigating Factors or Moral Agency: None he is a self serving sociopath only out for himself. Nor is he mentally ill, or has any moral agency issues.
Heinousness: Now here we could get a little tricky. I would say that the Marauder is roughly about as heinous as Hunter J and Grings Kodai, even though he does just a tad less on screen. J, Kodai, and the Marauder all share somewhat similar crimes. Killing/Trying to kill a person or Pokemon, Attempted Destruction of an Ecosystem, Child Abuse, Brutal methods of Torture, etc.
While the Marauder might be less extreme than some Anime PE's like Anime Cyrus or Minister Alva, he does not quite have all the resources at his disposal to compete directly against them. (Alva had an entire army of mind controlled Mega-Evolved Pokemon. Anime Cyrus on the other hand, had the technology and infastructure of Team Galactic, and is in a class of his own on the anime heinous standard, while lacking any sympathetic traits from the Games/Manga). Despite his limited resources, the Marauder goes all out with the limited resources he has at his disposal. Including Dark Balls which completely enslave both body and mind of any pokemon caught by one. He even forces Celebi, The 'Protector of the Forest" to build a contaption and destroy its own home for sheer power and sick thrills. In addition, he feels no empathy or loyalty, towards anyone, forcing Jessie (his hostage at the time), to watch as the posessed Celebi, obliterates its own home, all while gloating how even Giovanni will fear him and how he will rule the world. He is motivated by powerlust, attempts to kill/maim both Pokemon and Children alike, and is completely beyond redemption in the end.
Conclusion: Id leave that to you to decide, but I would say keep, thoughts?
