She just does whatever the Minister for Magic tells her to. Plus she was under the Imperius Curse when she did Voldemort's will in the Muggle-Born Registration Commission. Not to mention that aside from Filch, Draco, and his gang, literally everyone treats her like garbage. Makes me wonder what she used her Blood Quill for before she was stationed at Hogwarts. I don't think she deserved all the crap she got from everyone and a lifetime in Azkaban. And in her defense, werewolves are pretty dangerous and centaurs really are butt holes.
