That's why we treat The Killing Joke to be set in its own universe in comparison to other DC comic books (which was Alan Moore's original intention). Thus, if you compare the Joker of TKJ with the mainstream one, the one of TKJ is more sympathetic

I would say no. Despicable Me is such a funny franchise to have a PE villain despite its title
I like to think that just like in real life, no one is born evil. Look at Emperor Palpatine. He's effectively PE, but we can easily assume that something happened in his life that turned him into the monster he is in the movies. However, by saying that no one is born evil, I'm not saying that they can't become so. An example are all those Fallen Heroes. They used to be good in most cases, but were corruptible and fell to the dark side.
