I think Muntz works because even though he's predictable the movie doesn't try to pretend that it isn't. I'd also put Lotso up there with Muntz. as for AUTO he is just following orders left behind by the corrupt humans who think that Earth is beyond saving. If anything there ignorance is the villain here and AUTO is just a reflection of that so he works. And then there's Syndrome. Its surprising to see Buddy as the villain, it makes narrative sense and much like Lotso he shows up half way through and not the last third

Ok Evelyn Deavor isn't as bad of a twist villain as the other 3 it just doesn't make sense given the state the world is in when she is enacting her plan and she doesn't have the same stage presense as Syndrome
