That's not what an overarching antagonist is. They have to be the reason the main conflicts in the story happen at all, not just the indirect reason very specific plot points happen.
On a side note, we don't allow posts like this, where you try to justify an antagonist rank.
TBH, if you're really this passionate about writing, like you claim to be, you wouldn't be making a fuss over all of these labels to begin with, since it hardly matters to these stories at all in the grand scheme of things.
We removed "central antagonist" since all it really equated to was "secondary that's more prominent than the main", making it utterly redundant. About 90% of the time, the term wasn't used correctly, as it was used as what you claim it is. When people abuse a term like that, it's not "letting the bullies force us to remove it" when we put our foot down.
He did have a page, but it was removed because the movie never made it entirely clear if he knew the ducks were intelligent. Plus, everything else he did wasn't really illegal. The absolute worst he did otherwise was just be mean to his workers.
