Well, it doesn't count if the villain only lusts for somebody instead of loving them.
He's not under Eveline's control, as opposed to his parents.
The government has established themselves as hypocrites before...with one exception.

I seem to recall Preston attempting to have Wendolene (his owner) murdered along with a bunch of sentient sheep. He did care about his owner though...which apparently made him evil.
I'm not sure if he thought of them when he decided to revoke the rule preventing the purgers from targeting government officials. I understand your logic though.
