I think Dennis was also rejected because of the generic "villain tries and fails to kill hero" shtick. Also, although he's a hitman, there's no on-screen proof he killed anyone else.
Heh... I made a proposal on Mother Gothel over a year ago. In fact, it was so bad, I asked it be deleted. Basically she was too generic of a villain.

Joker is someone who is scary and funny. As Pennywise, he was certainly scary, but not sure about the funny part.
Remorseful is only for villains that feel genuinely bad for the people they hurt.
1: I mean, technically it could be possible, since the reverse may have happened once or twice. However, I have never seen an example of a Pure Evil villain existing in the Heroes wiki.
2: Villains that guard something or someone for reasons other than genuine care fall under the Guardians category. The Pure Evil villain would apply to this category.
