Joker is someone who is scary and funny. As Pennywise, he was certainly scary, but not sure about the funny part.
Remorseful is only for villains that feel genuinely bad for the people they hurt.
1: I mean, technically it could be possible, since the reverse may have happened once or twice. However, I have never seen an example of a Pure Evil villain existing in the Heroes wiki.
2: Villains that guard something or someone for reasons other than genuine care fall under the Guardians category. The Pure Evil villain would apply to this category.

Why are we not outright saying the names of these characters? The title says "spoilers" I do not think Jessica would qualify as a villain. She did not help Alex kill Bryce, but instead watched it and did nothing. Watching a crime being committed and doing nothing is not actually a crime, it just makes you a bystander.
