See there's a lot of VERSIONS of Norman and Harry to consider, a lot of which have it where Norman really loves Harry. There are versions where he's HORRIBLE to him as well, of course, but the thing about Ozai and Zuko? There's like- three versions of them, but ALL of them are abusive and terrible. They get the vote.
Golly how do I narrow it down to ONE thing. Syndrome is a top TEN villain for me, just all around amazing. If I gotta highlight just one thing though? I think it's the fact he's so goofy and funny, and it doesn't at ALL sacrifice his intimidation factor. Making a goofy, comedic villain ALSO a viable, serious, pure evil threat, and having both aspects shine through? It's SO hard, and they did it excellently here. So many hilarious lines, while also having so many SCARY moments. Just unabashedly excellent.
Favorite example is when he walking to the ship before the Omni-Droid fight, and they play this slightly goofy piece of music, and he wipes his nose, all while having this smug expression. He's so SILLY. HIS SMIRK WHEN HE THINKS HE KILLED MR. INCREDIBLE MID-ACT 2? HELLO? GAH HE'S SO GOOD.

Belos is much more evil. Scar wanted to rule, and his incompetence in that position led to destruction, but that wasn't his intent. Belos wanted complete and total eradication of an entire WORLD's population.
High Evolutionary is the best villain in the entire MCU imo lol. Best performance by a mile too.
Low key? The most underrated villain in the entire Disney canon? Not only is he very well written and nuanced, but the performance is great, his plan is sinister, he's pretty intimidating even before his finale power boost, and WITH that boost? Yeah he feels like the ultimate villain of the show no contest. I love how it's retroactively revealed he was behind EVERYTHING, I love that he feels like a PERSONAL nemesis for the family and Scrooge. Like let's be real, Magica, as great as she is, doesn't feel like a personal enemy in the same way.

Worst decisions in cinema history is NUTS, people desperately need to watch more movies. But again, that's his return, that's a plot thing, not a character thing. Palpatine the character is pretty consistent and still menacing. It's not like he came back with a whole different motive, he's still pretty much the same character.
Neither Palpatine or Vader were ruined. Vader's one of the only characters who has received nothing but praise over the entire franchise, and Palpatine had some very silly writing decisions regarding his existence in a certain sequel, but I don't think anyone was claiming that it RUINED his character.

Ronan is a great "First bad guy."
Ego directly is responsible for the situation the main character is in, he's absolutely the main antagonist of the trilogy. High Evolutionary is certainly the overarching antagonist imo.
In Bill's case, I think his very existence is a tragedy. He is the result of tragedy, therefore, tragic. The two shouldn't be exclusive, there's so much overlap

Remarkably unmemorable and lackluster. Dope design, cool powers, nothing about her really works for me though. She is NOT a compelling rival for Poe either. There was a clear opportunity with her, but I don't think they executed it well. The EASY worst villain of the four.
