I believe Mordecai did use to have a Villains Wiki page at one point, which was deleted. Personally, I think that, if this site were a bit more flexible, he could come back.
That's true. A lot of the characters in this show, even those aren't bad as Cartman, definitely have their share of questionable moments and deplorable actions. I think that if the rules for what qualifies as "villain" were a bit more flexible, more characters from that show would be on this wiki.
I think it's because even though he's an antagonist in the perspective of the toys, he technically isn't really a villain, just a jerk.
That is a pretty good observation. There is a category for "Satan" on this wiki, as well as the Heroes Wiki, so why can't it be the same for the "Angels" category?
Mandy from Billy and Mandy. It isn't just the art style, some characters explicitly point out that she doesn't have a nose.

Murdoc may be a sadistic jerk, evil satanist, and abusive bandmate who has committed various crimes, but his Anti-Heroic deeds, hilarious moments, and charming style make him a very interesting villain protagonist to me.
If I could answer two, I'd have picked Mad Scientist/Trickster hybrid.
That's hard to say. Despite Kyle having committed various crimes throughout the show, he can't be described as a villainous character. At worst, he is still just a Anti-Heroic Jerk. Especially when you compare him to Cartman. Although, I'm not sure what to say about the time he almost burnt down his school, or got Puff Daddy to threaten Stan.
I actually read the original Creepy Susie book, and I think it would be interesting if she was portrayed as an On & Off "Token Evil Teammate" to her friends, compared to just being dark and deadpan.
Although Marvin and Zim both share a level of incompetence, they both can be brilliant in their own ways. However, it's clear that Zim is the more unhinged of the two, and is more likely to play dirty in order to win the battle against Marvin.

I think a Chaotic Neutral/Evil character could be all of these and more.
This is down to my personal opinion, but, I really love Heinz Doofenshmirtz because of how he plays with so many villain cliches. It helps that he isn't truly a bad guy, and is only acting out because of the misery from his childhood. He's an all-around hilarious, sympathetic, and even cool character since his inators clearly have potential, he just never found out a way to channel his energy into being threatening.
Eric Cartman is my favorite child villain.
Finally, someone who actually knows Bill Cipher isn't omnipotent! I still love him as a villain, but, I think people really exaggerate how powerful he is. He is still a horrifyingly sadistic demonic being with nightmarish potential, but, we have to remember he can't do certain things, even when he was released in the real world. He still needed Ford to break through the weirdness barrier, and managed to get tricked, and defeated by Grunkle Stan. As I said before, I still think he is a very powerful and well-written villain, just not as overpowered as so many people seem to think.

The Joker was nightmarish in all the DCAU shows. I think Return of the Joker was his most horrifying moment. Even his actor was afraid of the character's depravity.
Dr. Lord Evilstein deserves more respect. Castle Doombad was a gem. I'm glad it's finally receiving another game.
Dr. Eggman, because whether he's goofy and over the top, or threatening and merciless, he remains a cool villain, and formidable evil genius. He is the perfect arch-enemy for Sonic.
