Keyarga is a victim who only punishes bad people and the people who hurt him, and also is trying to destroy an evil empire.

Damn theres too many to choose from. I'd really like a Warhammer 40k or a feature length Invader zim movie though, and those are gonna be villain movies by default. There are also quite a lot of villainous ladies in anime (Nui Harime, Esdeath, Diva from Blood+, Sunako Kirishiki, Kurumi Tokisaki, the Underworld Trio from Queen's Blade) whom I would love to see get a movie as well. Also Azula from Avatar, though thats not technically anime.
