Tricky can literally come back to life 24/7 and not only that but his abilities are more powerful than the other abilities of the villains mentioned.

Personally, i'd choose to save Heather because Alejandro has caused numerous unfair eliminations. Alejandro did way too many. For examples, when he got Bridgette stuck to a pole costing her team the challenge again. When he sabotaged DJ's bobsled course. I'm very sure he did lots of worse things than Heather.
