In Disney Jr, I can think of two Pure Evils: Cahu from Elena of Avalor and technically Scar from The Lion Guard.
Other than those two, there may be a few Near Pure Evils out there, but no other preschool villain went to Pure Evil lengths.
There is a hint of tragedy in his character due to how his mother favored Richard, his brother, over him. Other than that, I don’t think so.

Now with more recent episodes out, it seems as though King Andrias is under the Night’s influence. Even in one of their more recent episodes, it seemed like he was regretful of hurting Marcy. He’s still a piece of trash, yes, but maybe he now shows some mitigating factors.
Ego is always gonna get my vote due to the murder of thousands of his children. Freaking THOUSANDS. All because they didn’t hold the Celestial gene. And he has all these skeletons on display in a cave. God damn.
Shou Tucker is always gonna make me the most angry though, that waste of space-
In my eyes, I will say no. Sure, his character is a protagonist, but he himself will always be seen as an antagonist.

We still don’t have all there is to know about Andrias. As of right now, I’d say yes, but the third season will need to be complete before I can make my final decision.

Hot damn. I expected Craig of the Creek to be more of a “slice-of-life” kind of show. I did not expect for one of the antagonists to be a heavily implied murderer.
I mean, Moon did had her mother killed by a monster when she was only a teenager. That could be enough to scar a character and have them make cruel decisions.
I personally admire them both as well written characters, but Andrias personally ticks me off more due to him being a tad more effective. That, and him having the guts to stab a teenager onscreen.
Mary from Ib and Ellen from The Witch’s House. Despite the latter’s more bloodthirsty personality, both of them are young girls desperate for a friend, but are too deranged to understand how to act like one.

You might wanna specify on Shou Tucker, because he’s only the purest of evils in Brotherhood. In the 2003 anime, he actually is remorseful for his actions and tries to redeem himself.

His actions are heinous, but you gotta appreciate how splendidly he is written. He is an excellent contrast to Edward Elric if he consumed himself with science. That and he shows how the aforementioned subject could be taken in the wrong hands, similarly how religion could have the same fate in the episode before Shou Tucker. In the end, Tucker got what he deserved, being the only FMA villain to burn in hell due to his delusional mindset.
No, they cannot. A protagonist can certainly be a villain, but bad guys and antagonists don’t mean the same thing.
