Yoshikage Kira, it's the first thing that shows up on screen and you don't find out it's him till later, and when you do it just shows how accurate to serial killers he is.

Takuto Maruki has a interesting motive because it isn't that villainous, it's more that the way he achieves it has some unfortunate side effects

Maybe because true neutral is more of a "citizen" alignment then a heroic or villainous alignment

The worst written villain has to probably be Oberon from SAO, his only defining traits are that he is mentally unstable and that he does the mature assault to Asuna.
This guy literally has no redeemable qualities, nor any that make him stand out or feel cool. Hell, his design was stupid.

Possibly, how well have they mapped out his psychology so far?
