I honestly can't believe this drama is still going on. The stuff that X9 did with Ruby was just disgusting, and the fact that Love Robin unbanned her is mind-boggling, This has got to be some of the most unprofessional behavior I've seen from a staff member. She is flat-out letting a groomer with plenty of evidence proving her guilty back into a community where a fair majority of its users are still teens. Wouldn't be surprised if she gets demoted and banned.
I really expected better from a bureaucrat of a large wiki, especially one who is a mother. Disappointing.
It's still just cardboard though. It isn't alive and doesn't have any real signs of sapience.

Yes, they can have pages here, so long as they meet the requirements. Otherwise, they're best on the Fanon Wiki or its just simply too soon for a respective work to be here.

Wonka isn't really malicious. At worst, he can be a bit of a jerk and apathetic, but he is generally well-meaning.

Well, you need to prove to the admins that you are trustworthy with PE permissions by making valid votes on proposals (as of now, 10 valid votes are the minimum requirement). Making invalid ones will hinder you though and they will deduct from your amount of valid votes. In your case, you have 5 votes, so you're about halfway there.
Limiting times you get blocked may also help. I've noticed that you were blocked for category abuse, so I'd suggest maybe when editing categories, check them beforehand. Of course, you can just not edit them at all and look for something else that needs improvement.

Just because a creator of a work is outed to be a problematic person in real life doesn't mean the character's pages of said work need to go. If we went by that logic, we would be getting rid of so, so many more pages that meet that criteria (eg. Ren and Stimpy, One Night at Flumpty's, etc).
Additionally, some of these works are made by fairly large teams of people. In the case of Dandy's World, there are two main developers who work on the game (one of which being the reason for the game being controversial for their actions, while the other is for the most part innocent). We really shouldn't delete the page for the Twisteds or any other characters that may appear in the work.
Usually in these cases, it's best to separate the art from the artists.

Fandom is enforcing a rule that we can't glorify exploitative media. So works that would be considered shock value or worse are being deleted. Vukmir is from a work infamous on this wiki for how many lines it would cross, in which we would have to explain graphically the details of the film. In fact, a large portion of countries have banned it because of it.
You've probably seen this change happen on a few other sister wikis.
You don't just edit a page to make it official. The characters seen on this page use unofficial material, so it's technically fanfiction.

If you're looking for advice, I'd probably first figure out how everything works. You should probably start by experimenting with your user page or a sandbox page by using templates and infoboxes and see how they work. I'd probably start with the visual editor as it is more beginner-friendly since source editing requires you to have a bit of knowledge of how the coding works for this site.
Of course, you do also have places like Community Central to help out as well.
No. Tom is just a businessman who just asks the player to pay their debts. The thing is that their is no interest and does not care when the player pays it off. He is even been heroic by donating to charities and being a role model to Tommy and Timmy.
The worst he gets in the original game where he acts a bit more jerkish, but that alone does not make someone a villain. Labeling him as a villain just feels like Ron the Death Eater treatment.

Lastly, you need to prove to the admins that you're trustworthy. This is not listed in the rules, but it is important as trust is a big factor in whether or not the admins whitelist users. I'd probably suggest making many more edits instead of stopping at the bare minimum.
Ultimately, getting permission to make proposals just comes down to the test of patience and trust.
