As for me, from what I know, I think he does qualify. He has a lot of traits of a psychopath. Disregard for right and wrong, persistent lying and deceit, need for stimulation, using charm and wit to manipulate others, impulsiveness, lack of remorse and empathy, poor or abusive relationships (i.e. his parents), recurring problems with the law (i.e. the time police), irritability, aggression and violence. These all fit Bill to a t. Also, contrary to what Bill himself says I do not think that he is insane. He seems to be fully aware of the things that he does.

So those are my thoughts. Let me know what you think.
