The only major factor would be his tragedy. No matter how horrible he is, it's made clear hy the show that he's a victim of Vought, an Evil creation.

Always found those videos of branding characters with "broken, pure evil or influenced" stupid. Most villains are not one or the other, it oversimplifies them

I hate lame and boring villains. Even if a villain is detestable and unlikable, I appreciate them if they offer interesting conflict with the heroes or fit with the story.

The real question is whether he's a psychopath or sociopath

Butcher is not a good man, but he's not even close to being as evil as Homelander. Not yet anyway. While I think the original comic was overall shitty, I still think it's a good idea to have Butcher as the final antagonist once Homelander is dead, and the Boys try to stop his plan of killing all the Supes.
