Judge Claude Frollo and High Evolutionary are good examples of Pure Evil villains who are fleshed out characters while still maintaining a good screen presence

I not only hate what it is she did, I hate the very idea of her
To me, she comes off as an incredibly homophonic stereotype around queer people. Because first of all, the idea around queerness being something one is converted to is not how sexual orientation works. Second, the narrative that queer people are predatory and want to ‘convert’ straight people is an incredibly dangerous stereotype that was and still is thrown around by those in opposition to same-sex marriage.
Bottom line, I hate everything about this character

In the case of someone like Saul Goodman, yes
Personally, I think it’s situational
Like we wouldn’t put Walter White on the heroes wiki because of how villainous he is, and that he stays as a villain for most of the storyline
With someone like Bowser it makes a bit more sense as his heroic actions feel somewhat more genuine
