Here's some ones i can think of.
DCAU Lex Luthor stopped Amazo from destroying the world and defeated Darkseid.
Spike in Buffy The Vampire Slayer sacrificed his life to save the world in the series finale.
In a rare example of a pure evil villain doing this Angelus in Angel brought the sun back by killibg the beast thogh for selfish reasons.
Venom in marvel comics saved the world several times.
Connor from Angel. The kid murders an innocent girl, constsntly betrays the heroes and assisted in a plot to enslave humanity. According to him this is all his father's fault. Eventually his actions result in Angel having to join an evil law fiirm in order to magically change things so his son was never a criminal. Not exactly an earned redemption arc.
Shane Walsh and Harvey Dent come to mind.
Cersei Lannister.
Theodore Bagwell.
Mac from it's always sunny.
Waylon Smithers and Renly Baratheon.
Don't know about him but i think Homer should be here.

Darren Cross was poorly written. His redmption came out of nowherw.

It's unreasonable but they are villains so it doesn't bother me.
I feel like complex characters are nearly always better than those who are all good or all bad though sometimes i do enjoy a really hateable Pure Evil like Ramsay Bolton.
Isn't he said in the fifth book and movie to routinely beat up 10 year old boys? Seems villainous to me.
