My first thoughts are Agent Liberty, Davis Bloome & Mr. Hyde (Once upon a time). No one ever remembers his Mr. Hyde which sucks because that character was awesome pretty much every scene he was in.

I think in a lot of cases, you've got that backwards. It's not so much justification as the question "Why shouldn't I?"
When you've got very little left to lose, it's really hard to come up with a reason you SHOULDN'T take what you want and burn everybody who ticks you off.
Take Joaquin's Joker for example, his whole life turned out to be one big joke, he was left with nothing & had every reason to believe all people are dicks who deserve a bullet in their heads, so what reason did he really have NOT to tear the guy who cost him his job to shreds or blow the disappointment who humiliated him to kingdom come?
A quote that comes to mind is Maxwell Lord (WW84). ("You have to stop!") "WHY SHOULD I?! WHEN IT'S FINALLY MY TURN?!"

An argument could be made for Sentinel Prime. Working most of the population of Cybertron like slaves for his own gain.
Great villain, always been one of the classics. Never been a favorite of mine or anything, but I'd say I like her as much as I do any of the classic Batman villains that aren't on that list.
Only thing I don't like is how people treat her like a good guy now basically for being gay when she's just not one. I think if someone's got mass murder of innocents (unless they were brainwashed or something) on their list of crimes, that shouldn't just wash off. To call her a neutral character currently, we could talk about that, I'd support neutral but there are certain things that should just automatically disqualify you from the heroes list.
I don't even mean to rag on Ivy in particular, there's other characters this applies to (Harley Quinn, Lobo, Deadpool, Elektra, Loki etc.) but still.
