So, in some of Darth Vader comics, Palpatine tricked Cylo into betraying his Empire, because he wanted an excuse to execute him, since he feared he would overthrow him, since he was becoming strong, and I think LE villain would not do that since LE villain wants loaylity from their minions no matter what, and tricking your powerful minion in betraying your Empire could cause some problems for the Empire and LE villains has great devotion to their factions and would hate if it had some problems, and Palpatine also send Sly Moore to hunt down Darth Vader after he disobeyed him and thought he was weak because of that or something, the reason why he send her to hunt Vader down was actually just so he could test him and make him strong again, not to have him executed for failure, so he didn't even intended Sly Moore to succed and yet he still demoted her when she "failed". This act also doesn't seem like something LE villain Could or Would do, the reason why I'm asking this is because I think I finally understand what makes Palpatine Neutral Evil, sure, there are definetely more reasons why is he NE, but I'm having hard time understanding in those reasons why he's NE, such as him betraying his allies, since LE villains sometimes do that too, and I personally don't think LE villains do these acts of tricking their minions and forcing one minion to hunt other, So could someone tell me if I'm wrong, or would LE villains really not do these actions, like, would it break the system of the faction they lead?
