I am already making a Pure Evil Proposal for the final Boss of Splatoon 3: Side Order (whose name I am not going to spoil). However I won't release it until Febuary 26 as I want to give people more time to play the DLC for themselves, so they can one, experience the story without any spoilers, and two they could give their own thoughts on the the final boss' status. I just made this encase anyone else was think of proposing the villain.

I know he is not on this wiki yet but having seen a lot of theories and evidence in Splatoon 3 believe there is a high possibility he will be a villain in the next game. Here is why.
Who is he?
Li'l Judd is a clone of Judd that was crated in capsule by a professor who was Judd's original owner to keep Judd company in case he got lonely.
If played Splatoon 2 and 3 you see him judging against you. Now I know what you are thinking how could this small cat be evil. Well here are multiple signs.
In the Splatoon 2 relationship chart it shows that Li'l Judd seems to have a grudge against Judd for being a clone of him right here and according to the official Splatoon 2 website he has anxiety being a clone.
In the Splatoon 3:
After you defeat Mr. Grizz in Return of The Mammalians campaign Li'l Judd's model changes as he now wears a headset indicting he has taken over Grizzco Industries.

There is also evidence of this when you challenge him in tableturf deck with Salmon Run based cards hinting that he has something to do with Grizzco.
In the manga there have been lots of instances of Li'L Judd acting vicious such as slashing Specs' face and biting Crusty Sean's face showing he is not as cute people like to think. On top that there have been many signs of him want to get rid of Judd. The most evident in the second to last page of the sunken scrolls showing what a appears to be an assassination attempt on Judd.
Now I know for sure one day he on this wiki, but the question is what status of evil will he be? I don't he will be Villainous Benchmark as the Heinous standards for Splatoon are starting to rise. From what I could tell there is no good intentions from him to be Inconsistently Heinous and due to having an overwhelming hatred for Judd he seems like he wants the latter gone so he could be recognized as the only one, and due to taking over Grizzco he might be using the company for a very nefarious purpose. While its is stated that he does have anxiety being a clone it does not justify his attempts of trying to kill Judd and continuing an organization killing the salmoids and stealing golden eggs as he seems to have many opportunities with the Inklings and Octolings. With that I feel he will be either Pure Evil for things I just mentioned or Near Pure Evil if he has minor comedic moments.
