Smallville itself wasn't my favorite, but I will say that Michael Rosenbaum's version of Lex Luthor was my favorite part of the show.
I think Zeke is obviously a better antagonistic force, but the parallels between Reiner and Eren as well as the twist of Reiner and Bertholds' reveal make Reiner my favorite.

Vern Schillinger from Oz. He abused both of his son and fed his own son, Andrew, enough drugs to get him to overdose (though Andrew was no longer a kid at that point), as well as ordering the kidnapping and killing of Tobias Beecher's young son.
Because every article on this site is volunteer-made, and since he's the most popular character from the book, they'll naturally make him first. There' also no "Blood Meridian Wiki" like there is on most other fandoms on this site, so people would have to actually read the book to know about the rest of them.

Darth Vader never reached his full potential, and since we're not examining hypotheticals it is definitely Palpatine.
A story that is deeply layered, nuances, and incredibly complex with naturally have incredibly symbolic villains.
Some stories have more theme and symbolism than others. Some villains can be purely plot-devices meant to serve as antagonist forces in the story. But symbolic villains are symbolic because they either represent the themes of the story or they are the anti-thesis of those themes. For a villain to be symbolic, there have to be themes of the narrative, and then the villain clearly either has to represent those themes or represent being against them. Or they can be a direct result of those themes (such as themes of war), which could lead to their symbolism being ironic or tragic.
Goals: The goal can purely be selfish, or it can be a deeply thematic, nuance-layers, or complex goal, but a goal must exist, even if that goal is something as simple and small as making money. A villain with no direction is a villain with no purpose.
Quotes: More than the hero, a villain is especially remembered by his best lines.
Strengths and Flaws: Excluding any abilities or powers your villain has, your villain's personality needs to have both strengths that help their actions throughout the story and flaws that make them villains. Example: Tywin Lannister was incredibly intelligent, cunning, and calculating, but he was also arrogant, cruel, compassionless and ruthless,
Impact: Give your villain an impact on the story. They need to have both an impact on at least some of the characters and impact on the overall plot and conflict.
Themes: Decide the themes and messages of your story before you create your villain, and don't create a villain that doesn't fit thematically within your story. A villain like Palpatine is good for Star Wars but he wouldn't be as good in a series like Attack on Titan.
Beginning, Middle and End: Decide how you want your villain to be introduced in a way that is unique, decide what he's going to do throughout the story, and decide how you're going to conclude him. Villains need just as much thought and effort put into them as protagonists.
Appearance: What does your villain look like? Any distinguishing features? What about the way he dresses? How does he stand and how does he move? And what is the significance or backstory behind his appearance?
Journey: What is your villain's starting point - before or after their backstory - and where do they end up? Where do they go? Who do they meet? How are they in a different place from when they started? D
