I think Caye. She's no saint, but Polo and Lu are murderers. Not only that, but Polo blackmailed Ander in season 2, even tried to kill him, cheated on Carla, coerced Christian and ruined lives. I don't think I need to explain what Lu did wrong. Though Carla wasn't bad as these two, she covered 2 murders, let someone take the blame, took back her statement and probably the most manipulative character in the show. Caye felt the most remorse for her actions and put more effort into becoming a better person.

In my opinion, Clay would probably first be in love w/ her but later say nasty shit to her face and Cassie would be hysterical. But Idk why she's on the villains wiki. Yeah, she was a bitch in season 2, but is she that bad? I don't remember her committing half the crimes mentioned
