I don't think we're supposed to talk about those wikis here, but I might as well answer your question. IHs can't fail the heinous standard. If they are inconsistent enough for IH but fail the standard, they're a VB.

At best he’s one of the two main antagonists, which I guess you could argue. McQueen does try to win the race so he dosent have to do the advertising stuff, but at the same time, he really wants to beat storm. McQueen offers that deal with sterling cause he wants to keep racing and ultimately beat storm. Storm is the reason McQueen sped up and crashed in the first place. The film is about McQueen getting old and less able to race against younger racers, the best of which, the one who won every match up until the finale, was storm.

How isn't storm the main antagonist of cars 3? Even if he isn't really a villain, he's still the guy that lightning focuses on beating throughout the film.

I don't know but in a non canon book he had remorse for destroying his dimension so that might have been revealed to be the case in canon

Other villains from the TV series do worse and he makes some comedic puns in the first movie final battle
