Since we have an Evil from the Past category, it seems long overdue that we should also have an Evil from the Future category to go with it. I can think of several villains who would fit the description.
I think both Hoyt and Citra are equally to blame for how Vaas ultimately turned out.

It was bullshit. Why couldn't they have just come up with a new antagonist instead of doing shit that we've already seen only worse?

I loved Telltale Harley! Probably my favorite depiction of her character outside of BTAS.
Arkham City Harley was good too. But I think it pales to her look Harley Quinn's Revenge. Why isn't her look in that on the poll?
He was okay. It would've been nice if he actually was the main antagonist as promised instead of playing second fiddle to the Joker and Arkham Knight.

This is a good poll. I feel like all of these options are perfectly valid depending on the villain and the type of story their set in.
If I had to pick just one though...

It really depends on what you're trying to go for as an antagonist.
If for example, you want to make just another run of the mill bad guy then of course you can give them a detailed origin story.
If you're trying to create a more mysterious or terrifying character on the other hand, then I think less is often more.
Ask yourself why characters like Slade from Teen Titans or the Lich from Adventure Time are so famous, and I think you'll find a big part of that is because we really don't know a whole lot about them other than the fact that their bad news.
