Depends on if they're specifically doing it for the money or the noble cause. If it's for the money they're greedy. If they're doing it for the noble cause but still want money for their effort they're more of an anti-villian / extremist as you said.
Depends on if they want the money for a Nobel cause (for example fund cancer treatment for their daughter) or if they just want money. If they're just in it for the money they're just a greedy villian like the penguin.
The humane thing to do is simply just kill them.
