Not sure which one it qualifies as, but probably "I am a villain. Vote for me to become president. I would get to do evil things and make school for villains or something. In return, you won't get taxed for anything anymore, food and drinks will be Free from now on, and in order to do anything evil, you will need a licence, meaning without it you can't Commit crimes, and there are still things you can't do without a licence, so there is no need to worry about your lives" or something along these lines. Basically anounce i am evil, and tell them that if they vote for me to become president, i would make their life easier or something

I think Muzan because i am pretty sure Infinity Castle isn't cheap, plus with him living for 1000 years, and you get yourself a really big penalty for not paying taxes
