Agent 17 is the secondary antagonist in Hitman 2: Silent Assassin. He is a clone created by Dr. Ort-Meyer as part of his cloning research, and as a result is a "brother" of Agent 47, Agent 6, and the No. 48s.
Biography[]
Agent 17 was created some time prior to Agent 47 (who was created on September 5, 1964). He was a successful clone, but had the abilities just like the average human. He also didn't have free will while taking orders, and rather followed a strict code on what to do in an assassination. As a result, Ort-Meyer continued his research and tried making a clone who could have free will when taking orders, eventually creating Agent 47.
Agent 17 stayed in Ort-Meyer's Asylum, until shortly after the events of Hitman: Codename 47. Sergei Zavorotko and his associate, the Mystery Man, found Agent 17 and employed him.
Two years later in 2002, Agent 17 is found to be involved in a hijack of a Russian chopper along with three Indian thugs, who were all working for a cult. The thugs killed all the soldiers in the chopper, except for one who sneaked up on them and held them at gunpoint. 17 then creeped up on him and garroted him.
Agent 47 was on a mission in India where he was tasked with assassinating a cult leader. After successfully doing so and returning to the escape vehicle, 47 encountered Agent 17, who shot at him with a .22sd pistol and tried to lure him into a room filled with explosives, but failed in doing so.
The United Nations supposedly paid Agent 47 via the ICA to kill Sergei Zavorotko in a building in St. Petersburg. This was actually a bait planned by Zavorotko and his associate. So Zavorotko hired 17 to kill 47. Agent 17 was in the building (with a cardboard cutout of Zavorotko in attempt to fool 47), equipped with a Walther WA 2000 sniper rifle, ready to shoot at 47. Agent 47 however killed 17 before he could assassinate the protagonist.
Agent 47 afterwards inspected 17's body, and discovered he was an Ort-Meyer clone like himself. Afterwards, Zavorotko phoned 17 to ask how the mission was going. 47 picked up the radio, and asked Zavorotko where he was, to track him. Zavorotko responds that he is far away, convinced that it was 17 talking to him. 47 shortly after revealed that he was not Agent 17, but rather Agent 47. Zavorotko, in surprise, threatens Agent 47 by stating that he is holding his mentor, Father Vittorio, hostage. 47 then escapes the building and flees St. Petersburg. He went on to kill all of Sergei's bodyguards at Gontranno and eventually Sergei himself and finally rescue Vittorio.

Agent 17 appears almost identical to Agent 47 physically. The prime differences are his orange tie and shades, in contrast to 47 merely having a red tie. He also has the same barcode on the back of his head.

- Agent 17 speaks no lines, but given how Sergei Zavorotko mistakes Agent 47's voice for 17's, it is deductible he would've been voiced by David Bateson. He also makes the same pain noises as 47 if punched.
- If the player were to follow Agent 17 into his room in the level Terminal Hospitality, 17 would detonate a bomb, killing the player.
- Agent 17's suit was added as an unlockable suit in HITMAN III for the 20th anniversary of Hitman 2: Silent Assassin; the suit has become a fan favorite among players.
