Alvin Dutch is the main antagonist of the Law & Order: Special Victims Unit episode "Storm". He is a pedophile who is responsible for kidnapping three sisters.
He was portrayed by Russell Hornsby.

Dutch previously served 10 years in prison for child molestation in a Louisiana prison. After serving his sentence he was paroled and forced to register as a sex offender.
However, Hurricane Katrina soon struck and destroyed half of his hometown, causing the parole board to lose track of him. Taking advantage of his anonymity, Dutch abducted Tasha, Nicki, and Lola Wright, three preteen sisters orphaned by the storm, and hitched a ride with another criminal named Michael Delpit, who took them to New York.

The girls try to run away from Dutch in Central Park, attracting police attention. Lola and Tasha manage to get away, but Dutch grabs Nicki and runs. Detectives Olivia Benson and Elliot Stabler of the NYPD's Special Victims Unit track him down and arrest him, but they cannot find Nicki. Dutch then starts convulsing in his cell, requiring medical attention. At the hospital, it is revealed that he is suffering from anthrax poisoning, having previously been exposed to the disease when Nicki unknowingly took a vial of it from Delpit, who had planned to sell it on the black market.
Dutch succumbs to anthrax poisoning and dies. Benson and Stabler eventually discover that he had hid Nicki in his elderly aunt's home, and they rescue her soon afterward. The Wright sisters are later placed in the custody of their aunt.
