Amanda Waller is a major antagonist in the Batman: Arkham franchise.

She is the leader of the Suicide Squad and shown to be a manipulative and ruthless leader. Waller recruits most of Gotham's villains to work with her.

She was originally voiced by CCH Pounder in Batman: Arkham Origins, Batman: Arkham Origins Blackgate, and Batman: Assault on Arkham. Pounder also voiced Golden Queen in Skylanders: Trap Team and Skylanders: Imaginators.

She was later voiced by Debra Wilson in Suicide Squad: Kill the Justice League, who also voices the character in My Adventures With Superman, and her Telltale counterpart. Wilson also voiced Crying Wolf in Metal Gear Solid 4: Guns of the Patriots, Renata Glasc in League of Legends, Jormag in Guild Wars 2, Batari in Far Cry Primal, and Terra Snapdragon in The Owl House.

Batman Arkham Origins[]

When Deathstroke become a prisoner in the Blackgate prison, Amanda Waller invites him to be apart of the Suicide Squad.

Batman: Arkham Origins Blackgate[]

Amanda Waller would hire Catwoman to break Bane out of Blackgate Prison in order for him to be apart of the Suicide Squad. Amanda Waller first tasked Catwoman with stealing Data from the Department of Extranormal Operations but Catwoman would be arrested by Batman and put in Blackgate Prison. Waller would start the breakout in Blackgate prison and keep watch on Catwoman, Batman, Penguin, Bronze Tiger, Deadshot and all the others that were involved in the breakout. She would order Rick Flag to take them. She would later try to recruit Deadshot and Bronze Tiger into the Suicide Squad.

Batman: Assault on Arkham[]

Amanda Waller would form the Suicide Squad to go on a mission to go to Arkham Asylum to kill the Riddler. She tried taking down Riddler before but Batman stopped her plans. She would inform the Suicide Squad about the tracking devices on their neck and if they go out of line, it will explode. KGBeast would think that she would be bluffing but he would be made an example. Killer Frost would figure out that Riddler had no information and the reason that Waller wanted them to take out Riddler was that Riddler knew how to disarm the explosive devices on their necks. Waller would attempt to kill them but would only be able to Kill King Shark and Black Spider. Batman would confront Waller in her office. Waller would mock him and tell him that no one can stop her. Batman would leave and Waller would see a laser on her forehead. Deadshot would try to assassinate her but Batman would stop him, preventing Deadshot's assassination attempt.

Amanda Waller is shown to be cunning and a powerful person in the government. Waller is sadistic and ruthless, valuing her suicide squad members as pawns and nothing else. Waller is shown to be very prideful of herself as she claims herself as the "U.S. Government". Waller does some good and some bad but doesn't care which one she does as long as it benefits herself.
