The Arfoire Movement, also known as the Arfoire Syndicate of International Crime (ASIC), is a group of devoted followers that worship Arfoire and work for her. ASIC's primary goal is to revive Arfoire, the Deity of Sin. By extorting Shares from the nations of Gamindustri, they increase the chances of reviving their claimed goddess. Their various methods of extorting shares and promoting Arfoire's influence include giving away emulation chips and other merchandise related to Arfoire, wreaking chaos, causing disorder, and taking hostage of important figures. At the start of the game, ASIC managed to secure over 80% shares. ASIC is composed of Four Felons known as Criminals of The Free World (CFW for short), and a grunt squad. They serve as the primary antagonist for Hyperdimension Neptunia mk2.
By the end of the game, the only surviving members are Linda and Pirachu.

The Four Felons act as the leaders of ASIC. Each labeled as a Criminal of the Free World (CFW), they lead ASIC to take and extort shares in Gamindustri for Arfoire and eventually accomplish the goal of reviving her.

These are the lower members of ASIC who are tasked of handling menial and troublesome tasks. Alongside factory workers and other grunts, there are two who are named and make an appearance in the game.
