The Armed Brain Army Volt (in Japanese: 武装頭脳軍ボルト) are a cabal of scientists seeking to dominate the world and exterminate those with "inferior minds" to create an ideal world for their superior genius. They are based out of the Zuno Base space station, and use triangular ships to travel between it and Earth.

Volt was founded by Bias as a front for his ambitions to complete the Giga Brain Wave from the minds of 12 people with IQs of over 1,000 and obtain immortality. To accomplish this, Bias took on various students throughout history and educated them until they reached 1,000 point brains, at which point he extracted them and added them to his Giga Brain setup.

  +
After having performed the process 11 times, Bias set out to obtain the final brain he needed to complete the Giga Brain Wave. He recruited three Academia students into his organization, Kenji Tsugikata, Rui Senda and Goh Omura with the vision of a world where those with the highest intelligence rule over all. Before they left Academia Island, Kenji gunned down his fellow students Takuji Yano and Mari Aikawa when they saw them leaving. After arriving on the Brain Base, the three recently-recruited Volt alumni were each given new names now that they were students of Bias. To these people the value of organisms' lives, if it means at all, little. The potential of brains' intellectual capability is the only thing the members of Volt value.
It is eventually revealed that the true purpose of the organization is to help its leader, Great Professor Bias, achieve immortality by completing the Giga Brain Wave and allowing him to rule over humanity.

Two years after joining Bias, his three students return to lead an attack on Academia Island but are they were met by three of their former colleagues, who become the Choujuu Sentai Livemen to fight against them. This does little to faze Bias, who uses the Livemen as an obstacle to motivate his students to try harder and increase their IQ.

To further fuel his students' competitive spirit, Bias brings in a new Volt member named Doctor Ashura, a gang boss who he had modified with cybernetics that artificially increased his IQ. When Obular, who Bias had only recruited to give Kemp and Mazenda someone to compete against, has his mutations wear off and is not advancing his intelligence at the rate of Bias's other students, Bias kicks him out of Volt and orders him killed. At the same time, Volt also receives two more new members in the form of Guildos and Butchy, a pair of space aliens who had purportedly heard of Bias's greatness from across the universe and come to study under him. Secretly, both are really robots Bias built to spur his students to try even harder by giving them more difficult geniuses to compete against. Their programming is such that not even they knew that they are really robots, and when they find out Bias has them both disposed of.

When Ashura comes close to uncovering Bias's true plan, Bias reverts all of the cybernetic modifications he had given him and expells him from Volt, leaving him with only the original two students he had sighted as candidates for his ultimate plan, Kemp and Mazenda. Mazenda is the first to reach a 1,000 point brain but rebels when she learns what Bias intends to do with her brain and roboticizes herself, leading Bias to kill her off now that he had no use for her. After Kemp reaches 1000 points, Bias has Guardnoid Gash extract his brain and use it to complete the Giga Brain Wave, which he used to mass hypnotize the entire population of Earth into bowing down before him.

However, Yusuke manages to sneak onto the Brain Base by climbing into Gash's shuttle before it took off, putting him out of the Wave's range. He is able to shut down the Giga Brain Wave and cripple Bias, but Bias manages to survive by absorbing Kemp's energy to become a child. After capturing Yusuke with help from Gash, Bias bringsthe Brain Base into Earth's atmosphere and goes on a rampage with it until it is brought down by the other Livemen in Live Robo. Eventually, they manage to make Kemp and the other students rebel which makes Bias revert into a senile old man. Gash tries to escape to the Brain Base with Bias but loses his arm in a fight with Yusuke and both are killed when their attempt to take off ends in the Brain Base exploding; putting an end to Volt.

The Giga Brain Wave is a special energy phenomenon whose completion is secretly the Volt's true goal. It involves gathering the brains of 12 geniuses who have each reached IQs of 1,000 and extracting them, allowing for their energy to be used to prolong someone's life indefinitely. As the brains must be kept alive for the Giga Brain Wave to work, those who have their brains extracted are left in a state where they are alive but unable to move or interact with the world.

  +
It was devised by Great Professor Bias as a means to preserve his own life and kept secret from all except Bias and Guardnoid Gash. The true purpose of Volt is to serve as a front for Bias to find someone capable of attaining a 1,000 point IQ, so their brain can be extracted and used to complete the Giga Brain Wave once they've reached a score of 1,000. By the time the Livemen team was formed, Bias had already obtained 11 brains, needing only one more to complete the Giga Brain Wave.

Besides prolonging its user's life, the incomplete Giga Brain Wave can also be used to telepathically take control of a person if they are implanted with a special device, enabling Bias to control their movements and actions from the Brain Room. A complete Giga Brain Wave is capable of hypnotizing every sapient being in the entire world, even if they don't have a special device, forcing them to bow down to Bias. The individual brains within the Giga Brain Wave can also be used to heal wounds, though absorbing too much energy from them at once can cause their user's body to de-age back to that of a child.

Scoreboard
The scoreboard is used to keep track of the grades of each of Bias's students and display the points they've been awarded for each of their experiments. For each experiment a student of Volt does, they are rewarded a certain number of points depending on how successful it is and how much intelligence it requires. While the points are meant to keep track of the students' intelligence, they can also be arbitrarily added or deducted by Bias purely on a whim.

The Armed Brain Army Volt (武装頭脳軍ボルト Busō Zunōgun Boruto) are a cabal of scientists seeking to dominate the world and the main antagonists of Choujyu Sentai Liveman. Their goal is to exterminate those with "inferior minds" to create an ideal world for their superior genius.
