Arsenio Castillo, formerly known as El Rey is the overarching antagonist of Criminal Case: World Edition.
He is a famous colombian Jazz musician and the founder of SOMBRA and served as it leader until his retirement.
Biography[]
Arsenio’s involvement with SOMBRA began in Campanilla, Colombia, at the cultural hub known as The King’s Shadow. In the late 1950s, he frequented this place, where intellectuals and ambitious figures gathered to discuss ideas that would later shape SOMBRA. Many of the regulars went on to become influential operatives: Alejandro Pratx prepared for his Antarctic expeditions, and Adolfo Herrera plotted his eventual coup in Luzaguay. While Arsenio appeared outwardly detached, avoiding deep engagement with the organization’s day-to-day schemes, he was quietly laying the philosophical foundations of SOMBRA, which he would later formalize under the title of El Rey.
By 1957, Arsenio had already assumed a leadership role, evidenced by letters and communications referencing him as El Rey. He oversaw the transformation of SOMBRA from a philosophical club into a coordinated network with global ambitions. Over the following decades, he orchestrated key operations from the shadows: directing Antarctic expeditions under Eduardo Ruiz, influencing political figures such as Adolfo Herrera in Luzaguay, and establishing training programs for SOMBRA operatives like Oscar Rojas. Despite maintaining a low public profile, he ensured that every initiative served SOMBRA’s long-term strategy, manipulating events from the periphery while the operatives on the ground carried out his plans.
Arsenio’s direct interference became more personal and lethal when Michelle Zuria betrayed SOMBRA by providing critical intelligence to external agencies and later joining the Bureau. Viewing this as a threat to his control, Arsenio personally orchestrated her murder, cementing his identity as El Rey and demonstrating that no one, not even former allies, could defy him without consequence. His careful manipulation of others allowed him to mask his involvement, presenting himself as a reclusive intellectual while the organization executed high-profile operations worldwide.
Even after being unmasked and imprisoned, Arsenio continued to exert influence. He guided the Bureau to historical locations such as The King’s Shadow and left evidence revealing that he had passed the title of El Rey to a successor ten years prior.
