Arthur "Timmer" Jones is a supporting antagonist in Law & Order: Special Victims Unit, appearing in the episodes "Undercover Mother" and "Surrendering Noah". He is a pimp who traffics underage girls at the behest of crime boss Johnny D.
He was portrayed by Jas Anderson.
Overview[]
Timmer is a pimp who kidnaps and sells teenage girls, while also sexually abusing them to "break them in" and keep them under his control. He works for crime boss John Drake, aka "Johnny D.", and occasionally sends a girl to him when she "gets out of line"; Johnny D then chains her up in his basement, where he rapes and tortures her for a week to break her spirit.
Timmer also works with Johnny D's enforcer, Selena Cruz, who "manages" the girls by beating and starving them.
Biography[]
"Undercover Mother"[]
Timmer sends two of his girls, Ariel and Nina, to a house party thrown by a madam named Martha Thornhill, who, unbeknownst to Timmer, is actually Ariel's mother working undercover to get a chance to buy her daughter's freedom. Timmer is also unaware that a client attending the party is in fact Detective Dominick Carisi Jr. of the NYPD's Special Victims Unit, who records him admitting to selling the girls while wearing a wire. The rest of the SVU team - Sergeant Olivia Benson and Detectives Fin Tutuola, Nick Amaro, and Amanda Rollins - burst into the room and arrest Timmer, along with everyone else at the party.
When Nina and Ariel refuse to testify against him, Timmer manages to get released on bail, even though Nina told Rollins that he had beaten Ariel up - while being careful not to hit her in the face - before the party as punishment for talking back to him. Soon afterward, Tutuola and Carisi, acting on a tip from Martha, track Timmer to a Super Bowl party hosted by a madam named Tracy Dexhart, bringing several girls with him. Amaro then enters the house disguised as a beer deliveryman and calls in the rest of the SVU team, who arrest Dexhart, although Timmer manages to get away.
Benson tells Tracy that she will recommend a lenient prison sentence to Assistant District Attorney Rafael Barba if she calls Timmer and arranges another party. Benson goes to this party posing as a madam, with Tutuola as her "right hand man". Much to her surprise, however, former SVU Lieutenant Declan Murphy shows up at the party as well, working undercover as a pimp as part of a long-term sting operation aimed at toppling Johnny D's sex trafficking ring. A fight breaks out between Murphy, Timmer, and Carisi, and Benson arrests everyone at the party. Murphy then tells Benson that Timmer sold Ariel to Johnny D. for $800.
Rollins again talks to Nina, who says that Timmer beat Ariel into unconsciousness after catching her talking to Martha on the phone. Tutuola and Rollins interrogate Timmer, who reveals where Johnny D. has taken Ariel and agrees to testify against him in return for a reduced sentence. Benson and her detectives manage to arrest Johnny D. and save Ariel, along with several other girls he has been torturing in his basement.
"Surrendering Noah"[]
Months later, Timmer and Cruz are scheduled to testify against Johnny D., who is standing trial for human trafficking and multiple rapes. In the meantime, Timmer is held as a material witness in Sing Sing, where Benson and Tutuola help him rehearse his testimony; Timmer says he will tell the jury about everything Johnny D. has done, disingenuously claiming to be a "changed man".
Barba has Timmer and Cruz transported from Sing Sing to the federal courthouse where the trial is to take place - unaware that the guard escorting them is working for Johnny D., or that the crime lord ordered Cruz to kill Timmer, threatening to kill her son if she refused. While the van transporting Timmer and Cruz is in transit, the guard hands Cruz a knife, and she attacks Timmer and cuts his throat, killing him instantly.
