Dr. Arthur Fischer is a minor antagonist in the 2012 video game Max Payne 3. He was a famous plastic surgeon, and was secretly a co-conspirator in the Unidade de Forças Especiais-Crachá Preto organ trafficking ring.
He was voiced by Marconi de Morais.

Background[]
Little is known about Fischer's life before 2012. At some point, he became a renowned plastic surgeon in the Brazillian city of São Paulo, and became an acquiantance of the Branco family, particularly Victor Branco, a local politician and the middle brother of the family patriarch Rodrigo. He would also come into contact with Armando Becker, the UFE's commander, and Crachá Preto leader Álvaro Neves, and would become involved in their organ trafficking operation in the abandoned Imperial Palace Hotel, where he, Victor, and Becker would make a profit from harvesting the organs of São Paulo's poor and downtrodden.
Max Payne 3[]
In early 2012, Fischer was attending one of the Branco family's many parties, where Max Payne and Raul Passos, both working as bodyguards for the family, noticed him, with Passos briefly explaining who he was to Max. When the Comando Sombra favela gang attacked the party in an attempt to kidnap Rodrigo and his wife, Fabiana, heescaped from the party along with most of the other guests.
A few days later, while Max was investigating the Imperial Palace Hotel under the directions of Wilson Da Silva, a local detective, he stumbled into Fischer in the middle of one of many surgeries he committed to steal captives' organs. Max, who had been fighting the Crachá Preto throughout the hotel, and had released a group of captives, became enraged by this revelation. Fischer began begging for his life, claiming that he was doing "important research" and was "helping" people, but despite these pleas, and an attempted bribery, Max remained angered by the organ harvesting. While Fischer continued to beg, Serrano, the Comando Sombra leader who was amongst the captives Max released, stumbled onto the surgery room, and began yelling him, clearly expressing a desire for revenge for what Fischer had been doing. Reaching an unspoken truce with Serrano, Max walked away as the former slowly walked up to Fischer, before stabbing him to death with his own scalpel.

- Fischer's full name is a play on the word "artificial."
- A celebrity magazine featuring Fischer can be found as a clue in Chapter 1 of the game, while a commercial for his services can be seen on TV in Chapter 9.
- Fischer is one of the few antagonists in the series to be killed by another antagonist, along with Angelo Punchinello, who was killed under the orders of Nicole Horne, and Vinnie Gognitti, who was killed by Vladimir Lem.
