Arturo Padua (popularly known as Judge Arturo Padua or Sec. Padua) is a major antagonist in FPJ’s Ang Probinsyano.
He was a corrupt judge who sentenced Tomas Tuazon and later became an executive secretary of the President who initially partnered Lily Anne Cortez, and later to Renato Hipolito in their despotic government. Later on, he manifested grudge to Lily and Cardo after learning that they are the ones responsible for giving his family’s misfortune which caused Renato distrust him.
He is played by Tirso Cruz III who also played Padre Dámaso in Maria Clara at Ibarra, and Jaime Sagrado in Pamilya Sagrado.
Biography[]
He was appointed to be a judge who was seen honest in public, but involved in shady dealings. He first met Cardo during the trial of Tomas Tuazon whom he sentenced guilty for drug dealing. Years later, Renato Hipolito recommended him to partner Lily Anne Cortez in their plan to manipulate the government. As Pres. Oscar Hidalgo gone overdosed due to the drug that Lily gave him, he helped Lily take advantage the government and freely worked with their illegal dealings.
Upon Cardo and Task Force Agila runs away from his forces by taking his daughter Clarice as his hostage, he hired Albert De Vela and the Black Ops to exterminate Task Force Agila but he constantly got disappointed to their constant failed attempts to manhunt Task Force Agila. Later on, he learns that his daughter Clarice has died and believed that Cardo was responsible for shooting her but it was actually Lily who shot her. Pursuant with his plan to become the president, he partnered with Renato to manipulate him for his own plans. The moment that Task Force Agila captures Mariano and learns that he is the fake president, he faced them off in an airport in Ilocos alongside with Lily and Renato. On that period, he confirms that his wife has died thanks to Lolita and Lily was the one who shot Clarice. His grudge manifested making him obsessed in hatching his revenge both to Lily and Cardo allowing Renato to further distrust him to their plans.
Task Force Agila and Pres. Oscar Hidalgo has eventually reunited and the latter reveals his atrocities alongside with Lily and Renato declaring them as the most wanted criminals in the countries. He escaped with Renato and Eduardo in their hideout in Ilocos and planned to negotiate Lucio Santanar for their alliance to take over the government. However, their meeting with Lucio caused tension after he insulted Lucio. Shortly after, he decided himself to work independently for his plan without the help neither to Renato or Lucio allowing the former to finally cut off his partnership. Moments later, Lucio detonates a landmine nearby but managed to dodge the explosion off. Shortly after he pleads to Renato to stop detonating the remaining bombs but decided to betray him instead where he pressed the remote, blowing him off to death.
Personality[]
He was introduced to be honorable and sophisticated official where it was initially believed that he was an honest official who is dedicated to serve the government free from any forms of corruption. However, later on it was revealed that it was just a front for his schemes wherein he is actually a corrupt official portraying to be greedy, power-hungry, egotistical and opportunistic individual where he participates various illegal activates even though he can harm innocent citizens just for him to benefit himself. Furthermore, he is elitist as he believes that anyone he sees lower than him has no match with him.
For being wealthy and intelligent he is seen to be charismatic allowing him to manipulate anyone for him to succeed his goal to gain the most powerful position in the society such as Pres. Oscar Hidalgo, Lily Anne Cortez, and Renato Hipolito. Moreover, his manipulative nature also manipulated the government by taking over the country’s resources, criminalized Task Force Agila, and freely worked in his underground dealings.
As a family man, he deeply cares for their welfare and seen that he provides what is best for them. The moment he learns that Mariano has been adulterating his wife and later abused her, he genuinely cared for her whom he even planned to kill with his own hands. Similarly to his daughter whom he had initially delusions that Cardo killed her but later learns it was Lily, he also planned to kill them both just for him to avenge his family’s demise as he genuinely care and love his own family. With his obsession to avenge his family, this caused Renato to distrust him and eventually cut him off in their alliance.

- He first appeared in October 2016 and originally appeared as minor character, but returned in December 2019 who was introduced to be one of the major antagonists in the series.
- His actor Tirso Cruz III worked with John Arcilla playing as Renato Hipolito in the series whom his ally but later nemesis. They later on starred Pamilya Sagrado where he played as Jaime Sagrado and John Arcilla played as Pres. Eleazar Sagrado where they are portrayed as brothers yet nemesis.
