Arturo Rey is one of the secondary antagonists (along with Eddie Escovado and Tonio Mateos) in Tom Clancy's Ghost Recon: Wildlands first DLC, "Narco Road". He is a high-ranking member of the The Santa Blanca Cartel's hierarchy and the leader of The Death Riders Gang within the cartel. He is known as an extreme zealot and believes himself as a disciple of La Santa Muerte due to survival of a gang's drive-by shooting in La Paz. He is also the delivery chief for El Invisible and his trafficking operations.

Arturo Rey has both a dark and unknown past. What is known about him is that he joined the cartel in his early twenties and became a high-ranking and influential figure within the it. It was a this time when he was one of few people to survive a morning drive-by shooting in Bolivia's capital, La Paz. This made him believe that he was a disciple of La Santa Muerte, making him a feared figure within the cartel as he and his group of loyal followers outside of his gang had been sacrificing innocent people to the Lady of Death.
Tom Clancy's Ghost Recon: Wildlands[]
Arturo is the second of four targets that hires the Ghost Recon agent posing as a mercenary. Like Escovado, Arturo regularly sends the mercenary on missions against Los Sin Alma for him and his gang. Shortly after the second mission for Arturo, his base is attacked by Unidad, but Arturo, the mercenary and his gang successfully fight of Unidad's troops. The mercenary then finds out about Arturo's plan to blow up multiple buildings with people in it to accompany him to the afterlife. After the mercenary defuses the bombs without Arturo knowing. He assumed that Santa Muerte wanted him to come to her alone, but then Arturo stated he needed a servant in Hell and attacked the Ghost Recon agent. After a short fight, Arturo climbed onto his bike and lit himself on fire, driving away until he dies.
