Despite being a member of the Banean race, the doctor was an agent for his people's enemies, the Numiri, working in partnership with Lidell Ren. When Voyager crewmembers Lieutenant Paris and Ensign Kim visited their planet, the pair saw an opportunity to smuggle information on the weapons research being done by Lidell's husband, Professor Tolen Ren, to the Numiri. Lidell attempted to seduce Paris and then drugged him. When Ren returned to the house, the doctor stabbed him to death. The doctor then altered Ren's memory engrams, a vital piece of evidence in Banean law, so that they showed him coming across Paris and Lidell in a romantic encounter and being stabbed to death by Paris. As a result, Paris was convicted and the doctor carried out the traditional punishment, implanting the fake engrams in Paris' mind. He also included the information on Ren's research in the engrams.
When Voyager returned to the planet, the doctor readily agreed with their suggestion to take Paris aboard for medical examination. The plan was for the Numiri to retrieve Paris and the engrams from Voyager but their first attack failed. The doctor then agreed to Paris being returned to the planet by shuttlecraft and arranged for the Numiri to intercept it, but Paris and Kim were safely beamed aboard Voyager before the Numiri could take Paris prisoner.
Lieutenant Tuvok summoned everyone to the Ren household and revealed what had actually happened. As evidence, he offered the fact that the killer knew Banean anatomy, that the fake engrams showed the killer to be the same height as Lidell (which the doctor was and Paris was not) and finally that, despite the doctor claiming never to have come to the household before, Lidell's dog greeted him like an old friend. The two conspirators were taken into custody by Banean authorities.
