Bara Excellency is the Napoleon and Playing cards-themed Machine Beast of the Machine Empire Baranoia serving Emperor Bacchus Wrath and a minor antagonist in Chouriki Sentai Ohranger, serving as the titular main antagonist of the 24th episode.
He is played and voiced by Masahiro Sato who previously voiced Mujina in Ninja Sentai Kakuranger. As Kurama Tengu, he is played by Toshimichi Takahashi who is better known as General Deathgiller in Dai Sentai Google V, the suit actor for Doctor Bio in Jikuu Senshi Spielban and Gigaro in Juukou B-Fighter. As Aunt Toki, he is played by Midori Yamamoto.
Biography[]
Past[]
As with all members of the Machine Empire Baranoia, Bara Excellency was built by Emperor Bacchus Wrath and Empress Hysteria some 65 million years ago on Planet Baranoia. Along with the rest of the Machine Beasts and the Barlo Soldiers, Bara Excellency helped them to devastate and conquer multiple planets. Being based physically on Napoleon Bonaparte, Bara Excellency became obsessed with the past and history with an intense sense of nostalgia for how things were. Over time, he gained an extensive knowledge about Japanese history and legends; from Tange Sazenn and Kurama Tengu to the thief and assassin Ishikawa Goemon.
Ohranger[]
Millions of years later, in 1999, Emperor Bacchus Wrath and his Empire return to Earth and launch an invasion of Earth where they rally thier forces but the Ohrangers arise to oppose them.
Bara Excellency is sent to Earth on July 7th, 1995 to use Tanabata Tanabata to brainwash people into worshipping first seen wandering through the city in his human form, admiring how it has changed since being Edo only to spy Momo on a bicycle. After meeting her and being brushed off, he follows Momo to her aunt's shop where he lures several children into eating infected snow-cones which corrupts them into attacking Momo and her aunt Toki. Once the children lead Momo away from her aunt, Bara Excellency confronts her and reveals his signature weapon; a spinning top that sends Momo back into an alternate dimension resembling ancient Edo with him. Unable to contact her allies due to being in another dimension, Momo is forced to morph and flee after Bara Excellency properly introduces himself and attacks. When she flees further into the dimension though, Bara Excellency disguises himself as a goldfish vendor who knocks down Momo with a goldfish bomb and tortures her with a sonic wind chime only to be hit by her Miracle Qi Shot so hard that it ejects her from his dimension.
When Momo sees Bara Excellency running another picture show for some children though, she is attacked and sent back in time by his Retro Cards; back to feudal Japan. Once there, she is attacked by Tange Sazenn and then gunned down by Kurama Tengu who are both really Bara Excellency in disguise who then blasts her back to the present. When she meets her Aunt Toki, she directs Momo to the other Ohrangers but chokes her unconscious since she is also Bara Excellency in disguise. Later, he strings her up over a boiling pot of water to boil her to death in the same fashion as the legendary Ishikawa Goemon. Before he can though, Aunt Toki arrives with the other Ohrangers, extinguishes the fire and lectures Bara Excellency on his behaviour. This almost causes Bara Excellency to redeem himself and even cuts Momo down until Acha and Kocha arrive with some Barlo Soldiers and reminds him of his mission so he transforms into his true form whilst the Ohrangers morph and kill the Barlo Soldiers.
Fighting the Ohrangers himself, Bara Excellency manages to knock them down and restrain Momo who he attempts to impale until Goro cuts her free with the Star Riser. Stunned, he is easily defeated by a combination of Momo's Hurricane Defensor and Goro in the Giant Roller only for Acha and Kocha to enlarge him so the Ohrangers summon Ohranger Robo and Red Puncher. Although Bara Excellency has the initial upper-hand, he is overwhelmed by Red Puncher's punches and shot by Ohranger Robo's Moai Cannon before they form Buster Ohranger Robo and kill Bara Excellency with the Big Cannon Burst.

Bara Excellency is a very strange character; obsessed with the older ways things were done. Besides dressing like an old fashioned British commander in his human form, and looking like Napoleon in his true form, he admires the history of Tokyo and juxtaposing old Edo to the modern city. Reflecting on this, he was able to adopt the fictional identities of the legendary samurai Tange Sazenn and Kurama Tengu; the latter based upon the Noh tale of the same name. As well as loving the past, he is extremely cocky and arrogant; calling himself the "ultimate Machine Beast" and taking immense pride in being able to adopt various human forms.

In spite of Bara Excellency's love for the past, Momo's equal love for it led to him deciding to kill her in an alternate recreation of Edo. Despite his loyalty to Bacchus Wrath, Bara Excellency becomes so obsessed with killing Momo that Acha has to remind him before he fights all five Ohrangers.
Powers and Abilities[]
- Strength: Bara Excellency is strong enough to keep a grip on Momo even as she struggled and, as a giant, knock around Ohranger Robo and Red Puncher with single cutlass slashes.
- Durability: Bara Excellency was unfazed by being shot by the Barlo Soldiers, struck by Momo's Miracle Qi Shot and Hurricane Defensor, hit by dozens of repeated punches to the chest and face from Red Puncher and shot by Ohranger Robo's Moai Cannon.
- Swordsmanship: Bara Excellency is very skilled with a sword, defeating all five Ohrangers with their Battle Sticks and initially overwhelming Ohranger Robo and Red Puncher. With a samurai sword, whilst posing as Tange Sazenn, he managed to overwhelm Momo singlehandidly.
- Expert Fighter: On top of his skills with a cutlass, Bara Excellency is a skilled fighter; able to duck and dodge Battle Stick slashes and delivering damage in return.
- Human Forms: Bara Excellency can turn into a bearded man wearing a bicorne, a snow-cone seller, a goldfish vendor, Tange Sazenn and Kurama Tengu by shaking his arms around and violently jumping between forms before settling on one.
- Historical Knowledge: Being obsessed with the past, Bara Excellency has an extensive knowledge of history and legends such as Tange Sazenn and Kurama Tengu as well as design an entire dimension around old fashioned Edo.
- Marksmanship: Bara Excellency is a very skilled marksman since, as Kurama Tengu, he cut down Momo with a barrage pf pistol fire.
- Eye Blasts: Bara Excellency can fire red energy blasts from his left, differently shaped eye capable of causing large explosions and knock Momo back to the present.
- Energy Blasts: Bara Excellency can open his chest-plate to reveal holes from which he can fire a devastating barrage of red lasers. These caused large explosions and took down four Ohrangers with a single hit.
Arsenal[]
- Cutlass: Being pirate and sailor-themed, Bara Excellency's primary weapon is a large silver cutlass.
- Fist: Being right handed, Bara Excellency can use his left hand to punch his enemies or catch weapons such as Yuji and Goro's Battle Sticks.
- Picture Cart: Bara Excellency used a cart with picture frames that, when accompanied by his corrupting snow-cones, would make them worship the Baranoians and hate the Ohrangers.
- Retro Top: Bara Excellency's signature devices are little spinning top-like devices that, when thrown, spin and ignite with blue energy with its spinning sending anyone near it into an alternate dimension resembling ancient Edo. The dimension also prevents communications outside of it, trapping Momo alone with the Machine Beast.
- Goldfish Bomb: As Momo fled from him further into the Edo dimension, Bara Excellency disguised himself as a goldfish vendor who tosses Momo a goldfish only for it to explode and throw her down.
- Wind Chimes: Bara Excellency used wind chimes that, when rung, could release blue energy rings to torture his enemies.
- Retro Card: Bara Excellency can produce and throw down playing cards to unleash blue energy swirls that consume someone and send them back in time.
- Samurai Sword: Whilst disguised as Tange Sazenn, Bara Excellency tried to cut down Momo with a samurai sword but she avoided every swing.
- Pistol: Whilst disguised as Kurama Tengu, Bara Excellency used a pistol to gun down Momo.
- Chain Launcher: On his right arm, Bara Excellency has a launcher which can fire a spiked red chain that can be retracted with enough force to make Momo stagger to him and prevent her escape.
- Spiked Coat: Bara Excellency can open his chest-plate to reveal spikes on the inside which he then pushes towards his enemy to try and impale them.
