Barbara "Barb" Howard is the overarching antagonist of the Fallout franchise.
She is a high-ranking executive of Vault-Tec and the wife of Cooper Howard as well as the mother of Janey Howard. She is the mastermind of conspiring to start a nuclear holocaust to boost productivity of the vaults.
She was portrayed by Frances Turner.
Biography[]
As a high-ranking executive of Vault-Tec, Barb did whatever was necessary to ensure Vault-Tec and its supporting conglomerates like West Tek, RobCo, Big MT, and REPCONN, maintained control of the economy, even if their means to do so would have severe consequences, which Barb, like many Vault-Tec reps and their fellow businesses, didn't care about if it meant maintaining their control of the economy and profit off it.
In the days leading up to The Great War/WWIII, Barb entered a secret meeting with Bud Askins between Vault-Tec, West Tek, RobCo, Big MT, and REPCONN, to discuss the situation regarding Vault-Tec's Vault program being implemented in the event of nuclear war between the United States and China. Encouraged by shadowed figures overlooking the meeting, Barb offers to divide the Vaults between the companies to do whatever they want to the Vault Dwellers inside once they took refuge in them. When questioned about the chances of implementing their plan should nuclear war NOT happen and the USA and PRC decide to acquiesce to peace talks to end the Sino-American War before China falls with the capture of Beijing, Barb drops the literal bombshell with saying...

Indicating that Vault-Tec would purposefully ignite the Great War themselves to ensure they, West Tek, RobCo, Big MT, and REPCONN would monopolize from the nuclear Armageddon since with the Earth a radioactive Wasteland, war would be a thing of the past. Unknown to Barb, her husband, Cooper, overheard everything through the bug he planted in her Pip-Boy, leaving him horrified to his wife's true colors with wanting to intentionally destroy the Earth so Vault-Tec and the other defense companies would reign supreme in the aftermath.
