Basileus is a major antagonist in Dragalia Lost, serving as the man behind the release of the Sinister Dominion along with serving as the greater-scope antagonist for the "Agents of the Goddess" and "Divine Deception" facility events. He is a traitorous apostle that plotted along with Origa, Graht and Loki to revive Satan, falsely promised by the latter that the Demonlord's power could stave off Xenos.
He is voiced by Ken Narita in Japanese and Colin Cowan in English.
Appearance[]
Basileus has bright blonde hair and wears a dark purple coat like a cape. Underneath he wears a white uniform that is regular for most apostles.

Background[]
Long ago, Basileus lived happily with his family in a small village. One day however, the Ilian Cardinal Graht decides to test out a new weapon on the village, declaring the villagers heretics as an excuse and asking the Wing of War and his Archangel Michael to eliminate dissenters. Many villagers are killed in the purge, with the rest killed in the test fire, leaving Basileus as the sole survivor.
Grieving for the deaths of everybody he'd every known, Basileus would wander the world for five years, searching for the two men that destroyed his village. One day, he comes across Michael, accusing him of killing his family and hurling insult after insult at him. Michael accepts his part in the atrocity, admitting that he was simply following his apostle's orders until he realised that no order to purge the village was given, suspecting that the Wing of War simply acted out of his own whims.
Promising to amend his mistake, Michael sets out with Basileus to track down the Wing of War. However, when Basileus gets up the next morning, he finds the angel in a back alley with the mortally wounded apostle at his side. Michael falls to the ground, dying as well thanks to his Sigil bond to the Wing, asking Basileus if he's satisfied that both of the perpetrators are going to die. He is speechless, so the Wing simply mocks him, telling him that he is powerless to kill the true villain as the massacre was planned by high-up Ilian officials before finally dying. Lost for how to get his revenge, Michael grants Basileus an offer: he could form a Sigil bond with him and become an apostle, which, while it means Michael would live, would allow him access to the true perpetrators. Basileus senses the angel's genuine remorse, and upon asking him about it, he simply tells him that unlike so many Church officials, Basileus's anger is true and honest. Thus, Basileus accepts, becoming Michael's apostle.
Basileus gradually climbs the ranks, becoming the top apostle in Grams and earning the respect of virtually all other apostles, even their leader Regina. One day, he is summoned by the pope Origa, who reveals to him that she discovered the true mastermind behind his village's destruction: Cardinal Graht. She offers to eliminate him if he works on her plan to revive the Demonlord Satan, else Basileus will be executed for killing the previous Wing of War. Basileus accepts, reluctantly working alongside Graht (who is also on the plan to revive Satan as he wishes to use the demon to his own means).
While initially believing Origa to be a cold and callous person, Basileus eventually learns of her tragic past and how she had to fight tooth and nail to become the Auspex she is now, and learns that she wishes to revive Satan to use his power to prevent Xenos's return from negating all possibility, preventing all people from ever having hope. This inspires Basileus to look away from his past and focus on the future, and while he still retains his hatred for Graht, he begins to further appreciate Origa's noble motives. In time, the two fall in love, and while they never act on it, Basileus becomes nervous about Origa's decision to be Satan's vessel, worrying that the Demonlord's power could bring her great harm, as well as becoming noticeably friendlier and more upbeat thanks to his newfound romance.
Agents of the Goddess[]
Although Basileus doesn't appear in the event, he had an important part to play as sometime before the event, he was the one who acquired the sealing stone that was used during said event with the assistance of Harle and Graht.
During an investigation in Chapter 17, Nevin figures out that Basileus was responsible and takes note of how heartbroken Pinon would be when she finds out.
Divine Deception[]
When Pinon gets assigned to investigate a city, Basileus uses a sealing stone on her to rewrite her memories so that she would lead her team on the wrong trail. Along with that, he loans a sealing stone to Madame with the promise of it granting her the power of gods.
As the apostles work on their investigation of Madame, Basileus notices how suspicious Faris is of him and murders one of the town's villagers to pin the blame on Faris and make him out to be the traitor. From there, he meets up with the apostles to tell them that Faris was scheming against them.
The apostles track Faris down and fight him with Pinon preparing to put him down. However, Ryszarda, believing Faris to be innocent, stops Pinon allowing Faris to splash her with holy water and dispel Basileus's control over her. With this, Basileus is outed as the real traitor, and the party gives chase.
As Basileus watches Madame get turned into Otherworld Gabriel, he takes the sealing stone and runs off to let the heroes deal with her while he continues his goals to revive Satan.
Rise of the Sinister Dominion[]
Following his outing, Basileus begins using the sealing stones to release various real demons part of a group called the Sinister Dominion into the world. From there, each demon, still stuck in their vessel, begin to cause trouble across Grastaea, prompting the apostles to hunt them down.
