Batsu is the true leader of Neo Terror and the true antagonist of Tomica Hero Rescue Force. It is an ancient supercomputer built to watch over Earth which seeks to exterminate humanity. It first possessed Daen to lead Neo Terror and later created Maen to succeed him.
It is voiced by Keiko Sakai.
History[]
Batsu was built by unknown creators to watch over the Earth and its inhabitants. However, when humanity emerged Batsu founded they lay out of its control. Batsu made several attempts to steer the course of their history by pretending to be various deities, but when humanity continued to defy his instructions, Batsu determined them to be a threat to the Earth and decided the only course of action was to eliminate them.
To accomplish this, Batsu came across Rescue Force captain Obuchi and, sensing the growing misanthropy in his heart, possessed him to intensify it. Obuchi then became Daen and, at Batsu's direction, founded Neo Terror to carry out its ambition of "resetting" the world and wiping out humankind. After Daen was defeated and reformed, Batsu used an AI backup of Daen to raise Maen to be Neo Terror's next leader and used her to continue controlling the organization.
Batsu eventually had Maen direct the Three Great Executives to gather energy for her final plan. Maen claimed the energy was to power the ultimate Super Disaster machine, when in fact it was really for Batsu to carry out its ultimate plan. After absorbing enough energy, Batsu spoke through Maen and revealed itself to the Three Executives as the true leader of Neo Terror. Batsu then revealed itself to Rescue Force once they arrived, before emerging in its true form to carry out its plan.
Batsu created copies of itself to attack human civilization all over the planet, while its true body hovered over Tokyo, protected behind a virtually impenetrable barrier. Rescue Force used their Great God Striker to break through the barrier and destroy Batsu, but Batsu anticipated what they would do and was able to regenerate from it. However, Hikaru then used Rescue Striker to attack Batsu again and pierced into its body before destroying it.

- Batsu's motivation to protect the Earth is debatable, considering the "Super Disasters" he causes also do inevitable damage to the environment.
