Baxter is the main antagonist of the Black Mirror episode "White Bear". He is the charismatic showrunner of the White Bear Justice Park, which is punishing Victoria Skillane for her aiding in the murder of Jemima Sykes.

He is played by Michael Smiley.

Personality

Baxter appears as a psychotic individual who attempts to sadistically torture Victoria to death, however, it’s revealed it’s simply a role in the White Justice Park, and Baxter is a very polite yet very devoted runner who attempts to have Victoria pay for her crimes. He shows a particular hatred for Victoria, not believing her crying when she sees what she did.

Biography

Baxter first appears as the amnesiac Victoria leaves the house, wearing the White Bear mask and shooting at Victoria, chasing her across the town and breaking into the store Victoria is in with Jem and Damien. As Victoria and Jim leave, Damien is shot and seemingly killed as the two girls run.

Soon he comes back in a van and saves them from two Hunters, and takes them into the woods. But he is revealed to be a hunter and attacks them with a shotgun, Jem getting away as he ties Victoria to a log, planning to torture Victoria with a drill. However, Jen comes back with the shotgun and shoots Baxter, seemingly killing him.

Baxter comes back after the reveal of Victoria being in an audience experience, Baxter comes in to reveal Victoria’s crimes before driving her back to the compound, allowing the mob to yell and throw things at her. Despite Victoria’s protests, Baxter forcibly erases her mind, forcing her to watch the video of her with Jemima before he leaves, the post credit scene showing him greeting and giving a tour and rules of the Park before continuing with the park going through the same steps as before.
