Orange Officer: Hey! Wait a second, if you're throwing a party... why weren't we invited? SpongeBob: But, I... you, uh, I didn't know. The Plan Your Own P-party Kit did-didn't mention the police! Officer O'Malley: Whoa, whoa, whoa. Okay, motor-mouth, tell it to the judge.

The Bikini Bottom Police Department (BBPD) are major antagonists in the SpongeBob SquarePants franchise.
While the BBPD is dedicated to arresting people who commit crimes, the people who work at the organization are often incompetent at their job and they have committed several actions that show that they're straight up corrupt - such as arresting people for crimes they didn't commit or for other reasons that are completely unfair.
While it's not exactly known when the organization came into existence canonically, the organization made their debut in the franchise in the season 1 episode, "Hall Monitor", although their main headquarters, the Police Station, wouldn't appear until the season 2 episode, "Life of Crime". In the organization's debut, it only consisted of a couple police officers who tried to find and lock up the maniac for causing trouble in Bikini Bottom. They eventually find the maniac, who was actually SpongeBob, but they imprison Mrs. Puff instead after she admits that SpongeBob is her responsibility. Since then the organization has made appearances in several episodes and more members of the organization would get introduced.
Villainous Acts[]
In "Hall Monitor", two police officers ask Patrick if he has seen the maniac causing trouble in Bikini Bottom (which is actually SpongeBob). When they realize that Patrick is scared of the picture of the maniac they show him, they decide to have a little fun, and scare him with it until they leave. Later when a bunch of officers confront SpongeBob after he finds out that he was the maniac the entire time, Mrs. Puff shows up and belittles SpongeBob for the trouble he caused. However, when Mrs. Puff states that SpongeBob is her responsibility after one of the officers asks if she knows him, they interpret it as a confession and arrest her instead, which results in her being kept in prison for six months.
In "Party Pooper Pants", two police officers arrest SpongeBob just because he didn't invite them to his party, which was very petty. Because of this, SpongeBob spent the night in jail.
In "The Inmates of Summer", the Warden is shown to abuse and torture his prisoners and even his right-hands Barney & Bernie, who are also shown to be corrupt because they aid the warden with his crimes. He also never bothers to check if SpongeBob and Patrick arrived in his prison on accident.
In "Banned in Bikini Bottom", their own chief is shown to help his wife and her organization ban Krabby Patties and close down the Krusty Krab for the petty reason of her refusing to try a Krabby Patty because of them being too fun and delicious. He later showed his hypocrisy by eating one himself right in front of her.
In "Ditchin", the police accuse Dale of being a cannibal because he eats candy fish and arrest him because of it.
In "Someone's in the Kitchen with Sandy", the police arrest Sandy for public nudity even though she was only naked because Plankton stole her fur. Not to mention the fact that she isn't actually naked because she's wearing a bikini. It’s unknown if Plankton even faced charges for his actions.
In “Keep Bikini Bottom Bottom Beautiful”, a police officer gives Squidward 8 tickets, but most of them were for doing things that he wasn't even responsible for. He also gives a ticket each to Squilliam and SpongeBob.
In "SpongeBob's Last Stand", the police arrest SpongeBob and Patrick just for playing a sitar without a license (which isn't a real crime and most likely was just an excuse they made up on the spot to keep SpongeBob and Patrick from protesting against the new highway that would destroy Jellyfish Fields). When SpongeBob points out that his sitar didn't come with a license, one of the officers threatens to use police brutality on him by pointing out that his baton didn't come with a license either. The two officers are then cheered for and praised by the entirety of Bikini Bottom the moment they lock SpongeBob and Patrick in their car. And instead of actually taking them to jail, they just dump them on the outskirts of the town and have the dust kicked up from the car strip them of their clothes. They are also notably not present at all when the jellyfish start attacking Bikini Bottom.
In "Sweet and Sour Squid", the police arrest Plankton for disturbing the peace by badly playing the clarinet even though it was actually Squidward that did it, and they also run over Squidward's clarinet.
In "Fiasco!", when the police go to SpongeBob's house to arrest Plankton for stealing the Krabby Patty art piece made by Fiasco, they don't just arrest him, but also SpongeBob, Patrick, Squidward, and Gary despite them having nothing to do with it. Squidward's arrest is even more unjustifiable since he actually helped the police find Plankton, though unintentionally. While SpongeBob, Patrick and Gary are later let go thanks to Mr. Krabs, Squidward was left in jail and even denied a phone call.
In “Patrick-Man!”, the police arrest Mrs. Puff due to Patrick-Man’s note saying that she's a boat thief, when in reality she was just trying to help the student who was trapped in the boat. To make things worse, they left the student trapped inside of the boat.
In "Little Yellow Book", before arresting Squidward just for reading SpongeBob's diary, Officer Nancy says to him "I had a diary once! My brother read it! I had a brother once!", which implies that she might have murdered her own brother just for reading her diary.
In "The Executive Treatment", the police beat up Marv for the Boss. What makes this bad is that he was arrested for fighting Patrick even though Patrick was the one who actually started the fight. Later in the episode, Patrick gets arrested for corporate espionage and is sent to jail, however, after Patrick rips off his prison uniform and changes to his executive outfit, the prison guard fails to recognize Patrick and reports him missing, meaning that Patrick was able to easily escape because of the guard's stupidity.
In "Patrick! the Game", the police arrest Squidward for destroying Patrick's game and up his sentence even more just for breaking the rules of the game.
In "Cave Dwelling Sponge", the police arrest SpongeBob for crimes that were actually committed by Spongy Spongy, and when they find out the truth, they don't arrest him because his destruction of the city hall saves them money, meaning that Spongy Spongy pretty much gets away with his own actions.
In “Pinned”, two police officers were about to arrest SpongeBob for accidentally “assaulting” Squidward, but they ignored him because it’s Squidward who called them.
In “Stuck in an Elevator”, two police officers arrest Squidward for not returning a book from a library for 30 seconds even though he was stuck in an elevator.
