William "Bill" Collins is the secondary antagonist of the analog horror, slasher and crime web series The Painter created by UrbanSPOOK.

Once a police officer, Bill became the right-hand of Mona Lanius after he and his family were targeted by her, resulting in him becoming an animalistic and sadistic beast who, along with Mona, formed a duo of sadistic serial killers who terrorized America in the 2000s. While Mona was the brains, Bill was the sadistic muscle who followed her word and physically attacked the victims and helped Mona kill them so that Mona painted their portraits.

The second killer, known as "The Perpetrator," eventually identified as former police officer Bill Collins, serves as the scout, stalker, and brute force of the duo, characterized by his stealth and bulkier build. His face has been gruesomely removed, replaced by the face of one of their victims, worn like a macabre mask, complete with dark hair at the back of his head and dark brown eyes. The mask is stitched together, likely to hold it in place as it decays. "Perpetrator" is described as wearing only a pair of heavy hiking boots, as indicated by the footprints found at the murder scene of Isabelle Jackson. This killer is known to mimic a dog, barking and screaming loudly, possibly due to mental issues or as a method of signaling his partner. His voice has been heard only through a heavily distorted video, and he is shown to be missing an arm.

Personality[]

It is completely unknown about how Bill was like before joining Mona, but based off his previous job of being a police officer, he might have been anything ranging from a good person to a corrupt and cruel individual.

Eventually, after Mona set his sights on him and his family, he became an insanely brutal serial killer, murdering without remorse, including the lives of children. Coupled with that, he seems to very sadistic in his crimes, making sure his victims suffer as long as possible. Making matters worse, he is a sexual sadist with a knack for rape, going as far to use Cory Beck as a sex doll after castrating him, and drugging a horse with Viagra so it can rape the middle aged woman, Mae Ford.

Besides his enjoyment, he is mostly characterized as a beast who follows orders. This is ultimately proven true in his final moments as he rushes to attack in a standoff with a police officer, instead of the more calm Mona, who stays still.

  • Many theorized that at least one of the killers work in the police department as someone working closely on the case, hence how the killers are able to know who has information of the case.
    • It is also believed that the phone number shown at the end of the episodes is actually that of one of the killers, secretly edited in.
    • This was confirmed to be true in HELL, where it is revealed Bill Collins was a former police officer who decided to work with Mona.
  • Before HELL, there were no leads as to the identity of the female killer (other than a name), there are several candidates as to who the masked killer is:
    • Jack Stryker: Jack Stryker has been a suspect since his debut appearance in "WITNESS". Evidence pointing towards Jack's guilt includes his picture briefly flickering compared to Tina's and Flora's, as well as the fact that he had gone missing as opposed to being dead, with a painting that doesn't specify how he died through both the image and the title, implying that the "Long Jack" painting was spontaneously created, which makes sense due to the title being hastily drawn before being placed. However, a piece of art UrbanSPOOK created of the second killer shows him as seemingly having hair on the back of his head, whereas Jack is bald.
    • Bill Collins: Despite being a victim, there was already some evidence to suggest Bill Collins was actually alive and one of the culprits. The main evidence comes from the Morse code in "PIGS", which seemingly translates to "IAMBILLCOLLINS", heavily implying that either the masked killer is wearing Bill's face or that Bill Collins is indeed the masked killer. There is also the fact that Bill had the Painter's self-portrait in his house and claimed to not know where it came from. However, Bill's remains were identified as being in the barrel in "THE LIGHTHOUSE" with the rest of his family due to forensic tests, although the second killer possessing a missing arm might imply that Bill willingly cut his arm off and threw it in the barrel to ensure he was thought of as dead. Additionally, Bill's face being hung up in "PIGS" could have been that of another victim and was put there to throw police off his trail.
      • Later in HELL, it was confirmed that the killer behind the mask is, in fact, Bill Collins, right after Officer Nathan Cole shot him in the head.
  • Since the first episode's reveal of "F-cktoy Cory", it has been speculated and heavily implied that the killers performed necrophiliac acts on some of their victims, namely Cory, Margaret and Fiona due to the ways they were killed and the names of their paintings.
    • This would be confirmed in "MEAT" where George White, one of the victims, was found with semen in four of his hundreds of wounds. Additionally, Dr. Fred Baker’s cat is named "Pocket Pussy" for its painting, also implying such acts. With this, it’s possible "Perpetrator" commits these violent acts while Mona plans out the said acts to happen (via her paintings) and/or possibly participating in the acts herself, going with the duo’s aforementioned sexual and immoral nature.
