Bill Van Camp is the main antagonist of the Chicago P.D. and Law & Order: Special Victim Unit crossover episode "They'll Have to Go Through Me". He is a wealthy businessman who is secretly the head of a pedophile ring that traffic children for years.

He was portrayed by William Brown.

Background[]

He was the head of DCFS and held the position for several years, holding a good status. Privately, he was a sexual predator who was the head of a child sex trafficking ring that was funneling kids from the system Chicago to New York. Van Camp also exploited the victims for pornography sites, ran through a dark website. He also participated in the activities, abusing the victims and traumatizing them with his sadistic joy. One of the victims Teddy Courtney described him as a disgusting pig for his actions.

Law & Order: Special Victims Unit Chicago Crossover[]

Though not physically seen, Van Camp orchestrated the murder of one of his lieutenants Bob Clinton after he was arrested and tried to talk to the SVU detectives. He had Clinton shanked to death by a murderous inmate in the shower.

They'll Have to Go Through Me[]

He initiated the death of hospitalized member Andrew Lewellen by his ring's enforcer Todd Ledbetter, which led to the murder of a CPD officer in the process. As a result of Lewellen and the CPD officer's death, this put the CPD Intelligence unit on his trail.

Van Camp is physically seen, when one of his employees is murdered (courtesy of his order), he is visited by officer Kevin Atwater and Det. Alvin Olinsky. Van Camp feigned grief and shock of her supposed activities before he misled the cops of Intelligence to other suspects. CPD later found Ledbetter, but he died while fleeing from them, taking all the information, he had with him.

When Teddy Courtney, a former victim and half-brother of Det. Erin Lindsay was approached by Intelligence to help in the case. He was shown a board holding all the people connected to the foster kids and the pedophile ring. He is able to identify Van Camp, the DCFS administrator who is abusing his position to abduct kids and reveals he is the boss. As a result, Olinsky and Atwater arrest him in front of his colleagues who are stunned by the accusations.

At the precinct, Sgt. Hank Voight wants to interrogate him, though he refuses to talk but gets scared by Voight's harsh methods. However, NYPD SVU Sgt. Olivia Benson quickly stops him telling him that there’s still a missing child and he hast to let her speak to Camp. At first, Van Camp continues his refusal but after Benson tells him what could happen to him in the near future, and he starts to consider it. Benson then asks for a location, and he complies. After getting the location, Intelligence finds the missing boy and brings him back.

Ultimately, Van Camp is convicted of the child rapes, trafficking, and serial murder facilitation.

Ross McCadden - Shot in the back of the head by Todd Ledbetter, he was sent to kill Lewellen by Bill Van Camp, but Ledbetter also killed him.
