Bill Van Camp is the main antagonist of the Chicago P.D. and Law & Order: Special Victim Unit crossover episode "They'll Have to Go Through Me". He is a wealthy businessman who is secretly the head of a pedophile ring.
He was portrayed by William Brown.

Overview[]
Van Camp was the head of Chicago's Department of Children and Family Services, a position he for many years. He was said to have to good status with his employers and had a great reputation.
In his secret life, however, he was a pedophile who ran a child sex trafficking ring stretching from Chicago to New York. He also exploited his victims for child pornography, raping them on camera and streaming the videos over the dark web. He was described by a former victim as "a pig" who took sadistic pleasure in abusing his victims. He ran these illicit businesses with help from his right-hand man, Bob Clinton.

While he is not physically seen, he is identified as the man who ordered Clinton's murder after the latter is arrested. He also had Andrew Lewellen, another conspirator, killed to tie up loose ends. However, this put the police onto his trail, as his hitman had murdered an officer in the process of murdering Lewellen.
"They'll Have to Go Through Me"[]
During a joint meeting between the Chicago Police Department's Intelligence Unit and NYPD's Special Victims Unit, he orchestrated the murders of another member named Matilda Hughes, who was using her job in child services to give Bill Van Camp access to all the kids he wants.
After the death of Matilda Hughes, he was interviewed by detectives with the Chicago Police Department's Intelligence Unit, and feigned grief for the woman's death, while denying knowledge of her suspected activities.
One of the ring's victims, Teddy Courtney, identifies Van Camp as the leader of the pedophile ring and describes him as a monster. Detective Erin Lindsay, Teddy's half-sister, realizes that Van Camp has been using his position for years to scope out easy targets for the ring.
While holding a meeting, Van Camp is approached by Detective Alvin Olinsky and Officer Kevin Atwater, who proceed to arrest him in front of his entire staff.
Van Camp refuses to answer any questions, so Sergeant Hank Voight starts to get rough with him. Sergeant Olivia Benson of the NYPD's Special Victims Unit stops him, however, and plays the "good cop" with Van Camp. Van Camp continues his refusal but after Benson tells him what could happen to him in the near future, and he starts to consider it. Benson then asks for a location, and he complies. This results in Intelligence and SVU finding the kidnapped victims in a secluded house, traumatized but physically unharmed.
Van Camp is then imprisoned for child sex trafficking, distributing child pornography, murder facilitation, and kidnapping.
