Billy Baker is the secondary antagonist of the Law & Order: Special Victims Unit episode “Dominance”. He is the younger brother and reluctant accomplice of spree killer Charlie Baker, who forces him to help him rape and murder rich people.
He was portrayed by Jason Ritter, who also portrayed Pat Rollins in Raising Dion and Dark Spyro in Skylanders Academy.

Billy is the youngest son of Al Baker and the younger brother of Charlie Baker. Charlie was a violent sociopath with a criminal record of burglary and assault who dominated and manipulated his gentle, sweet-natured younger brother, who worshiped him. Together, they grew up helping Al, a superintendent at an upscale apartment complex, perform manual labor for the building's wealthy tenants.
Because of it, Charlie grew a dangerous hatred of wealth people, beliving they were simply handed it instead of earning it.
In one instance, he convinced his girlfriend Marie to have a threesome with him and Billy. Charlie shocked Marie by starting to rape Billy in the middle of it, and when Al walked in on them and pulled Charlie off of his Billy, Charlie punched him in the face and threatened to kill him, Billy, and Marie if they told anyone what had happened.
From this point onward, Billy would be emotionally abused by Charlie while Al was repeatably beaten, which gave him PTSD. Eventually, Charlie convinced him to go places full of rich people, make them rape each other, and then murder them with a gun, all while Charlie was at his side.
