William "Billy" Grey is the main antagonist of The Lost and Damned and a minor antagonist in The Ballad of Gay Tony, the 2009 midquels of the 2008 video game Grand Theft Auto IV.
He is the former president over the Alderney chapter of The Lost MC, a biker gang. He eventually betrays his gang and is killed by the main protagonist, Johnny Klebitz.
He was voiced by Lou Sumrall.

Background[]
Billy Grey was born in 1971 in Acter, Alderney. He was introduced to violence and racism at a young age, by watching news coverage of the Vietnam War and Chinese Cultural Revolution when he was under 10 years old (as he tells a Triad capo during Chinese Takeout). Around 1984, he was friends with Michael Klebitz when Michael was 15 and Billy was 13. During their friendship, Billy was introduced to his younger brother Johnny Klebitz, Johnny being only 10 at the time. According to Michael, Billy "thought he was Jesus on an acid trip" and quickly became a bad influence on Johnny. Michael, in contrast, became a soldier in Iraq and an upstanding citizen, criticizing Billy's and Johnny's criminal biker lifestyle. In 1986, Billy was arrested for stealing a bike when he was 15, which Johnny would soon imitate in 1991. Billy committed many other crimes and served up to two years in juvenile hall before he and Johnny both joined The Lost MC. He was arrested for murder in 1989 when he was 18, possibly alongside Brian Jeremywho was arrested for the same crime in the same year (regardless, Brian would eventually be his most loyal follower in The Lost).
Billy worked his way up from a prospect to president of the chapter. Billy is shown to be a sadistic and violent leader and as president, he enacted the worst acts of violence to The Lost's ongoing rivals since 1982, The Angels of Death. During his presidency, he was also responsible for several incidents, including road accidents that paralyzed fellow Lost MC member Angus Martin and resulted in a woman having to have a leg amputated and the nephew of Angels of Death member Joseph Johnson ending up in a coma. His drug problem severely worsened; he began using heroin. The mission This Shit's Cursed reveals that Billy also used to take steroids.
At another point in time, Billy slept with Johnny's girlfriend Ashley Butler. Johnny became understandably jealous but never openly criticized Billy for it, possibly hinting that his relationship with Ashley was already weak due to her drug addiction, with the affair being the final straw.
Grand Theft Auto IV: The Lost and Damned[]
In early 2008, Billy was arrested for drug distribution and placed in a court-ordered rehab. Johnny became acting president in his absence, giving Billy's motorcycle to the Angels of Death as a peace offering and using the money to pay Billy's legal fees. Months later, he was released (in the first mission of the game, Clean and Serene) and reclaimed his place as Chapter President, also continuing his drug habits. Billy, just as he returned from jail, ordered Johnny to retrieve his bike.
Billy later held a party at the clubhouse and had the gang exterminate all the Angels of Death members who ambushed it. He then later, after introducing Johnny Klebitz to Dave Grossman, sent The Lost to strike down many more Angels of Death members -- after the ambush, he announced that Jason Michaels had been killed in Broker. Despite Jason being killed by Niko Bellic, Billy told Johnny that the Angels of Death had killed Jason, using it as justification to raid and attack the Angels of Death Clubhouse (with some Grenade Launchers he purchased from Ray Boccino).
During the raid, Billy found a large shipment of heroin belonging to the Angels of Death. Ignoring Johnny's claim that stealing it would start a war, Billy takes the heroin. He later sends Johnny to Elizabeta Torres to sell the Heroin to a third party; however, despite having Niko Bellic and Playboy Xas backup, the deal turned out to be an LCPD sting.
Billy makes a deal with a Triad leader — he would lead Johnny and Jim Fitzgerald to the Triad building, and would let the Triads kill them and take the heroin for themselves. However, when the planned ambush took place, Johnny and Jim lost the heroin but escaped the ambush. Billy tried to escape but crashed his bike and was arrested by the police. This left Johnny as chapter president of The Lost. Billy's arrest caused a brief civil war between The Lost and a breakaway faction led by Brian Jeremy, which ended when Johnny killed Brian.
Billy contacted Ray Boccino and told him that Johnny and Jim would betray him. Agent Jones, an FIB agent, contacted Johnny and told him Billy planned to testify against him in court. In the game's final mission, Congressman Thomas Stubbs told Johnny that Billy planned to pin a drug operation on Johnny and Angus Martin in exchange for a place in witness protection. Johnny, along with Terry Thorpe and Clay Simons, attacks the Alderney State Correctional Facility. After fighting through the facility, Johnny confronts Billy. After Billy taunts Johnny about killing him, Johnny is hesitant to shoot Billy. Billy lunges at Johnny with a knife, before Johnny finally shoots Billy in the face, killing him.
Legacy[]
Billy's actions still damaged the Lost MC long after his death. Billy indirectly caused the disbanding of the Alderney Chapter, which left the Lost in ruins, made Johnny addicted to drugs and return to Ashley. Clay and Terry also became addicted. They were unfortunate enough to land in Sandy Shores, Blaine County, the home of Trevor Phillips, an incredibly dangerous drug dealer, murderer and cannibal, who began having sex with Ashley. Johnny, weakened by drugs, was eventually brutally killed by Trevor, who later murdered Terry and Clay before almost completely wiping out the Lost MC. Billy himself failed to kill Johnny, although his actions led to Johnny's death years later.
Billy is also mentioned a few missions later, in which a couple members of the Lost mention how Billy was the true leader of the club as they never considered that Johnny was right for the Lost, and that him working with the government to destroy the Lost was nothing more than lies. They say that Billy "was something the Alderney Chapter could be proud of", proving that years later, many members were still loyal to Billy.
Overall, Billy managed to win even in death, as all of his actions led to Johnny's death and the destruction of the Lost.

Grey is physically similar to Obadiah Stane, the main antagonist of the film Iron Man. Billy Grey is a tall and muscular man with brown eyes. In the artwork, he appears wearing a green-kaki military vesta and light-grey trousers; otherwise, he wears his traditional leather jacket with the engraving "President".
Personality[]
Billy Grey can be accurately described as a disrespectful and coarse sociopath with little to no sympathy towards others, though he doesn't seem to be aware of his upsetting behavior as he has reckless and violent tendencies but often acts without thinking, such as when he resumed the war with the Angels of Death after a peaceful compromise beforehand and smashed a mechanic in the face with a mallet despite the mechanic telling him where his bike was. He can be extremely annoying, as he constantly makes fun of Johnny, his comrades, brothers, and in general with anyone he speaks, with for instance Ray Boccino. In addition, he is implied to be slightly racist, as shown when he uses various ethnic slurs towards a member of the Chinese Triads. though he denies this on many occasions. He mostly appears jokingly, but can be intimidating if necessary. He even torments the unfortunate mechanic who forgot to return his bike at time.
Billy bore many similarities to Trevor Philips, another psychotic, homicidal drug addict. They also were very different since Trevor was always insanely loyal and protective towards his friends, whereas Billy was very treacherous only looking after himself, as he willingly set his "brothers" into a deathtrap. Billy also planned to betray The Lost further by ratting them out to the government, in order to join the Witness Protection program. Michael Klebitz warns Johnny to be careful of Billy in one of his emails, as he claims that Billy "wouldn't piss on [Johnny] if he was on fire". This make him one of the most depraved Grand Theft Auto IV villains (aside Dimitri Rascalov), and by far the most evil Lost MC member. Billy breaks every single code of the group, and is ready to betray anyone just to get out alive. Johnny Klebitz quickly became disgusted by Billy's ways, such as destroying the Angels of Death Clubhouse only because a member named Jason Michaels was killed by an Eastern European.
Trivia[]
- Billy was not featured in Grand Theft Auto V because he was already dead during events of this game, but he was mentioned by Lost members who didn't believe that Billy betrayed the Lost and considered him a better president than Johnny Klebitz. Also, Billy was also mistakenly referred to as Billy Gray rather than Billy Grey in the subtitles.
- The reason behind Billy's betrayal in the Chinatown plaza is mentioned in a cutscene in the TBoGT mission "Chinese Takeout". Billy then bumps into Luis Lopez, who calls him a "greaseball".
- Billy Grey is very similar to Clay Morrow from Sons of Anarchy as they both turned out to be traitors to their outlaw motorcycle clubs, were previously the presidents of their biker gangs, and were also both killed by the main protagonist. In Clay’s case, Jax Teller and in Billy’s case, Johnny Klebitz.
