Blizzard Buffalo is a minor antagonist in Mega Man X3. He was once a security officer named Frozen Buffalio for a ski slope resort. After being infected with the Maverick Virus, he went haywire, joined Doppler's Army, and froze an entire town under command.
Despite having the Frost Shield, Blizzard Buffalo does not actually use the weapon during his battle, which has him use a similar pattern to Screw Masaider. His weapon is obtained upon defeat.
Personality[]
Blizzard Buffalo is a reploid with a gentle heart who loved to make arts and crafts using his ice creating technology. His only reason for committing his atrocities was because he was infected with the Maverick Virus.
Biography[]
Blizzard Buffalo was once station as a ski slope security agent. After a virus outbreak, he was infected and went haywire, causing him to ram into people before becoming a member of Doppler's army. After freezing an entire town, X eventually was sent out to stop him, causing him to be destroyed in the end.
In the Rockman X manga series[]

Blizzard Buffalo appears in the Rockman X manga with a protagonistic role, going by his original name of Frozen Buffalio.
In the X3 manga, Frozen survives his duel with X with his duel being terminated with his horns being broken, leading to his redemption during his encounter with a human boy named Toshihiko, who made a snowman that Frozen helped him with. Sorry for his atrocities, he told X to kill him, but X copped out his charged shot to reveal that Toshihiko was creating more snowmen outside so his friend would return.
Later, Frozen was analysed alongside three of his fellow Doppler Army comrades to find why these four Irregulars had entered their Irregular state, leading to the discovery that they were violated by Worms. The four assist X and Zero during a fight versus Vajirula FF and Mandarela BB.
Later, in the X4 manga, Frozen fights alongside X versus Frost Kibatodos, leading to his demise after X is severely injured. By the time X recovers from his injuries, Frozen's body had been impaled on the Frost Towers that Frost Kibatodos summoned during his fight. By the time Dr. Cain and his team went to retrieve Frozen's corpse, Frozen had been completely frozen in the icicle that impaled his body and spread out.

- In the CD versions of X3, Blizzard Buffalo has his name spelled as "BILLZARD BUFFALO."
- Blizzard Buffalo creates a sculpture of X in his battle intro before he smashes it into pieces.
- Blizzard Buffalo is one of six Mavericks who reform in the Rockman X3 manga. Out of these, he is the only one to have a prominent role in the Rockman X4 manga.
- Blizzard Buffalo makes a cameo in Frost Kibatodos' stage in Rockman X4, where his body can be seen frozen.
