The Rule is supposed to be a Flat 1-week block for anyone other than an Admin who *simply removes* a template from a page. Now, there was a thought that there are *some* templates which can be removed once the issue they cover is corrected, but I've maintained that by allowing *some* templates to be removed by Admins will embolden others (including new to the wikia) to do it with any template.
Recommend we tighten up on enforcing that ONLY admins remove templates. else receive a flat 1-week. Or even a Flat 3-day. Point is to reinforce that it is not something non-admin/mods can do.
Also, I'll repeat that if any pages are coming from a wikia I also Admin, come to me for permission. I'm likely to allow a direct copy --although most of my wikias are from in-universe perspectives, so slight tense alterations may be needed.
